-ARQEN_HILLS <br />Approved: January 8, 2024 <br />CITY OF ARDEN HILLS, MINNESOTA <br />REGULAR CITY COUNCIL MEETING <br />NOVEMBER 27, 2023 <br />7:00 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS <br />CALL TO ORDER/ROLL CALL <br />Pursuant to due call and notice thereof, Mayor David Grant called to order the regular City <br />Council meeting at 7:00 p.m. <br />Present: Mayor David Grant, Councilmembers Tom Fabel, Brenda Holden, and <br />Tena Monson <br />Absent: Councilmember Emily Rousseau (Excused) <br />Also present: City Administrator Dave Perrault; Public Works Director/City Engineer <br />David Swearingen; Community Development Director Jessica Jagoe; City Attorney Amy <br />Schmidt; and Assistant to the City Administrator/City Clerk Julie Hanson <br />PLEDGE OF ALLEGIANCE <br />1. APPROVAL OF AGENDA <br />MOTION: Councilmember Monson moved and Councilmember Holden seconded a <br />motion to approve the meeting agenda as amended. The motion carried (4-0). <br />2. TCAAP/RICE CREEK COMMONS UPDATE <br />City Administrator Perrault stated the JDA has not met since the last Council meeting, nor has <br />the Energy Advisory Committee. The JDA Advisory Committee did meet on November 16th to <br />discuss the preliminary development agreement, infrastructure financing updates, and a possible <br />term sheet. It is anticipated the Preliminary Development Agreement will be ready for the <br />December 4th JDA meeting, as well as, a possible term sheet pending work to be completed yet <br />this week. The advisory committee is planning to meet again this Thursday at 1:30 PM virtually, <br />and it is anticipated a public audio link will be available. The next JDA meeting is planned for <br />December 4th, in addition to the items above it is anticipated the JDA will also receive the report <br />from the public engagement consultant from the November 1st event. Another notable meeting <br />coming up is the December 6th Planning Commission meeting, the Planning Commission will be <br />discussing the comp plan and TRC amendments necessary to increase the density from 1,460 <br />
