Traffic Engineer, offered the following comments from the traffic study update - "The traffic study <br />calculated the total number of trips generated from the modified land use should be less than what <br />was originally projected in the original traffic study conducted. 4dditionally, the projected traffic <br />growth of I % on the existing roadways has not been realized; this combined with COVID related <br />modifications to traffic patterns also contribute to an overall reduction in traffic projected around <br />the TCAAP site. Overall intersection performance around the site is expected to be acceptable <br />with the addition of trips generated from the development. Some traffic movements will experience <br />higher delay during peak the AM and PMpeak periods. These should be manageable at locations <br />with traffic signals but some mitigations may be needed at intersections without traffic signals, <br />likely with access management strategies. Based on the anticipated traffic volumes, and the <br />concentration of higher trip generating land use on the north end of the site, a 4 lane cross section <br />is not likely needed for the entire length of the spine road." A copy of Ramsey County's <br />presentation to the JDA is included as Attachment I. <br />Planning Commission Review <br />The Planning Commission reviewed this application at the December 6, 2023 meeting. The <br />Commission voted 4-2 (Commissioner Wicklund abstained) to recommend approval of Planning <br />Case 23-021. During the Planning Commission discussion, the Commissioners noted issues for <br />JDA consideration as part of future development reviews which were noise, air quality, and traffic <br />that would need to be addressed to ensure there are no adverse impacts on the community as the <br />TCAAP development project moves forward. <br />Notice <br />A Zoning Code Amendment, Rezoning, and Comprehensive Plan Amendment requires a public <br />hearing. Notice was published in the Pioneer Press on December 27, 2023. Adjacent notice was <br />prepared by the City and mailed to property owners within 1,000 feet of the subject property. <br />During the Planning Commission meeting, there were 10 members of the public that spoke as <br />part of the public hearing and nine (9) comments submitted in advance that hard copies were <br />distributed at the dais.
