PC Agenda Item — 3B <br />,-�a, <br />,`iRZEN HILLS <br />MEMORANDUM <br />DATE: December 6, 2023 <br />TO: Planning Commission Chair and Commissioners <br />FROM: Jessica Jagoe, Community Development Director <br />SUBJECT: Planning Case #23-021 — Public Hearing Required <br />Applicant: City of Arden Hills <br />Request: Rezoning, Zoning Code Amendments — Chapter 13, Section 1380 — <br />TCAAP Redevelopment Code, and Comprehensive Plan Amendment <br />Requested Action <br />The City of Arden Hills is proposing ordinance language in the Zoning Code for the TCAAP <br />Redevelopment Code (TRC) specific to the Flex Office (FO) and Neighborhood (NR) Zoning <br />Districts that would increase residential density from 1,460 units up to 1,960 units within the <br />regulating plan for TCAAP ("Subject Property") also referenced as Rice Creek Commons. <br />Ordinance language would be amended to increase the residential dwelling units per acre and allow <br />for multi -family residential land uses as a permitted use with criteria in the NR-4 Zoning District. <br />The proposed amendments to City Zoning Code Chapter 13 are within the following Sections: <br />• Section 1380 — TCAAP Redevelopment Code <br />o Section 2 — Components of the Code <br />■ Subsection 2.1 — The Regulating Plan <br />o Section 5 — Schedule of Permitted Use <br />■ Subsection 5.1, Table 5-1 — TRC Zoning District Land Use Table <br />■ Subsection 5.2, Table 5-2 — Additional Use Criteria Table <br />o Section 6 — Building and Site Development Standards <br />■ Subsection 6.6.a — Flex Office Zoning District, Illustrations and Intent <br />■ Subsection 6.8.a — Neighborhood Zoning District, Illustrations and Intent <br />■ Subsection 6.8.b.iii — Neighborhood Zoning District, Gross Density <br />o Attachment 1 — Regulating Plan <br />o Appendix G <br />As part of this review, the City is proposing to rezone portions of Town Center North and South <br />from NR-4 to NR-3 and rezone the southwest corner of the Subject Property from Flex Office to <br />NR-3 (i.e. 21 acres) and NR-4 (i.e. 11.4 acres).
