<br /> I <br /> I <br /> f' ,ARDEN HILLS CITY COUNCIL - NOVEMBER 27. 1995 2 <br /> I Mr. Ringwald indicated in October of 1995, the Staff completed the Phase I application for this <br /> request and forwarded it to the Minnesota Department of Trade and Economic Development. <br /> Also, in October of 1995, the Minnesota Department of Trade and Economic Development <br /> . informed CPI that it appeared they would be eligible to receive $250,000 to $300,000 in <br /> assistance for their project. <br /> I Mr. Ringwald indicated Staff is in the process of completing the Phase II application and part of <br /> the requirement of this phase is to hold a Public Hearing. <br /> I Mr, Ringwald recommended the Council authorize the Mayor and City Adminil'ltrator to execute <br /> Resolution #95-80. <br /> I Mr. Roger Aiken, 4360 Hamline Avenue North, inquired if there was a component of the <br /> funding in this project that would be connected to the Livable Communities Act. Mr. Ringwald <br /> I indicated there is no connection, <br /> Mr, Ringwald explained that if, in the future, CPI Guidant requested "asbestos abatement funds", <br /> Ie then there would be a need for the City to participate in the Livable Communities Act program. <br /> Mr. Aiken inquired if CPI Guidant would fall into the Tax Increment Financing District. Mr. <br /> I Ringwald indicated Tax Increment Financing is not an element of this application. <br /> I Mr. Ringwald explained if the property qualified for Tax Increment Financing, CPI Guidant <br /> could apply for it, but it would still need Council approval. City Administrator Fritsinger <br /> pointed out this property is not currently in a Tax Increment Financing District and would need <br /> I to go through a Public Hearing process in order to create such a district where CPI could then <br /> apply for financing. <br /> I Mr. Aiken inquired if a Traffic Study had been done, or will be done. Mr. Ringwald indicated <br /> the expansion will occur within an existing structure. so a Traffic Study would not be required. <br /> I Mr. Aiken indicated CPI Guidant has been a good neighbor to Arden Hills and he felt it enhances <br /> the community. <br /> I Mr. Aiken expressed concern for tax relief requested by businesses and the consequence if the <br /> businesses moved. <br /> I Mr. Aiken also expressed concern once again for traffic created from this expansion and the <br /> potential traffic impact of the redevelopment ofTCAAP. <br /> II Mr. Aiken submitted an article from an issue ofFin"nce/Commerce for Council's information. <br /> I <br />
