I I. .ARDEN HILLS CITY COUNCIL - DEGEMB.ERJ 1, 1995 6 I Council member Aplikowski asked how a nonsingle-family units is defined. Mr. Frost indicated I anything that is not a typical single-family detached unit. Mayor Probst inquired as to if the percentages for each of these goals we've determined by the I existing Comprehensive Plan. Mr. Ringwald indicated that was correct. The percentages for each goal was determined by evaluating small developing communities in the Metropolitan area, I not by evaluating some of the residential concepts discussed in the task force meetings. Council member Hicks indicated, based on current housing sales in Arden Hills, new housing I would most likely not qualify as affordable housing. Mr. Frost indicated that would be correct, unless perhaps it would be of a town home or multifamily construction with smaller lot sizes. I Mayor Probst indicated the affordable housing is also determined by ownership, not necessarily only single-family dwellings. Mr. Frost indicated that was correct. I Council member Hicks felt 65% was a high number to achieve in affordable housing, but given the Council can review participation after one year, he would support the resolution. I. MOTION: Keirn moved and Hicks seconded a motion to adopt Resolution Number 95-86, Livable Communities Act Goals. Motion carried lIn:mimously (5-0), I Animal Control Services. Inc, Contract I Community Development Director Ringwald indicated the increase in the contract is mostly due to the new State law requiring detaining animals for ten days. I Mr. Ringwald indicated staffs goal to continue to review the expenditures in this area and to keep the amount under control. I Mayor Probst inquired if the increase in the budget at certain times is due to more aggressive ,mimRI control. Mr. Ringwald indicated that was correct. When RnimRls are brought in, the City is required to hold them for ten days and boarding becomes expensive. I Mr. Post noted this is another example of an unfunded mandate set forth by the State. I Mr. Ringwald indicated the current system is to respond to complaints in regard to RnimRI control and less on setting live traps, etc. I Council member Aplikowski asked if the property owners could pay a portion of the cost to contain the RnimRls, such as in the mobile home park. Mr. Fritsinger indicated this could be I- reviewed as part of the codification process. I
