Mayor Probst suggested a two pronged approach be taken by the Committee - to nurture <br />I the business that is already in Arden Hills and to proactively look for additional business <br /> opportunities. <br />I Item 3d <br /> Human Rights Committee <br />I Acting chair Sushila Shah gave a brief overview of Committee activities and expressed a <br /> desire to increase Committee membership after revised goals have been set <br />I Councilmember Aplikowski suggested the the Committee network with other groups, <br /> such as the League of Women Voters, to help define project opportunities. <br />I Item 3e <br /> Utilitv Rate Study <br /> Mr. Post presented an analysis of budgeted 1996 water and sewer utility costs and their <br />I potential impact on the 1996 rates. Discussion ensued relating to the existing rate <br /> structures. Council requested Staff to put this item on the January Worksession agenda <br /> and prepare a more detailed analysis of how changing the rate structure would affect <br />I various customers. <br />Ie Item 3f <br /> Drug Testing <br /> Mr. Fritsinger briefed Council on how the City intended to comply with Federally <br />I mandated employer random drug testing requirements. A more comprehensive update to <br /> the overall City personnel policy will be addressed at a later date. <br />I Item 3g <br /> Northwestern College Campus Population Issue <br /> Mr. Ringwald advised Council that Staffwas working with Northwestern College to <br />I revisit the maximum full time equivalent (FIE) student requirement In light of recent <br /> emollment trends and satellite campuses, Northwestern is questioning if there is a better <br /> way to measure this condition. Council directed Staff to review the numbers and evaluate <br />I if a meaningful statistic can be developed. The Council is concerned about density on <br /> campus, but recognizes that the type of student attending college has changed. <br />I DEPARTMENT HEAD COMMENTS <br /> a. Cleveland Avenue <br />I Mr. Stafford updated Council on the status of the Cleveland Avenue railroad bridge. He <br /> outlined the fom alternatives under consideration to repair the structure. <br />I Mayor Probst requested this item to come before the Council for further discussion in <br /> regards to endorsement of an alternative and consideration of any options, such as a <br />I- sidewalk. <br />I <br />
