ARDEN HILLS CITY COUNCIL WORK SESSION – NOVEMBER 13, 2023 7 <br /> <br />D. Rice Creek Commons/TCAAP Discussion <br /> <br />Councilmember Rousseau mentioned that she along with Councilmember Holden would like <br />homes in Arden Hills and Rice Creek Commons not be short term rentals and would like a greater <br />discussion around that issue. <br /> <br />Councilmember Holden said some cities only allow ten percent rentals in certain areas. <br /> <br />Mayor Grant stated that in terms of the cost recovery formula there may be a fee or surcharge <br />attached to a building permit or other approval issued by the City for a development site. <br /> <br />4.
