Page 1 of 1 <br /> <br />CONSENT ITEM – 8W <br /> <br />MEMORANDUM <br /> DATE: December 11, 2023 TO: Honorable Mayor and City Councilmembers <br /> Dave Perrault, City Administrator FROM: Jessica Jagoe, Community Development Director SUBJECT: PC 23-018, Donald Wahlberg – Zoning Code Amendments – Ground Mounted <br />Solar Energy Systems in R-1, R-2, R-3, NR-1, NR-2, and NR-3 Residential Zoning <br />Districts <br /> <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br /> Council Should Consider <br /> <br />Motions to approve, table, or deny the following: <br />• Request to move the City Council discussion of PC 23-018 from December 18, 2023 to the <br />January 8, 2024 work session. <br /> <br />Background <br /> <br />On November 27, 2023, the City Council reviewed Planning Case 23-018 from Mr. Wahlberg for a <br />request to amend city ordinances to allow for ground-mounted solar energy systems in residential <br />zoning districts. At this meeting, the Council tabled action in order to provide an opportunity for <br />Council to speak with Planning Commissioners and city staff on the proposed language and to <br />bring this item back to the December 18, 2023 work session meeting for additional discussion. <br /> <br />Following this meeting, city staff has spoken with the Applicant on the timing of this review. Mr. <br />Wahlberg has indicated he plans to move forward with his solar project in the spring of 2024. <br />Additionally, Mr. Wahlberg has waived the City’s obligation to the 60-day review period for <br />processing of this application which would have been January 11, 2024.
