<br />I <br />I. <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />Ie <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />Ie <br />I <br /> <br />.ARDENcHILLS CITY COUNCIL - MAY 8.J 994 <br /> <br />2 <br /> <br />Mr. Stonehouse noted the proposed date for beginning would be June 15th with a completion date <br />of August 15th. <br /> <br />Mr. Stonehouse noted a few properties that had been reviewed with irregular-shaped lots and <br />properties with overlay assessments from 1991. <br /> <br />Councilmember Malone indicated to clarify the calculation of the assessment was to equalize the <br />portion paid by the odd shape lots with those surrounding them. Mr. Stonehouse indicated this was <br />correct <br /> <br />Mayor Probst invited the audience to address the Council with any questions regarding the County <br />Road F Assessments, he indicated he had received letters from residents that will be added to the <br />record. <br /> <br />Mr. Greg Jones, 1691 Crystal Avenue, expressed a number of concerns regarding the unusual case <br />of this road. He believed the assessment policy does not s1rictly apply to this road. <br /> <br />Mr. Jones indicated when the road was a County road, residents were not assessed, and now they <br />will be assessed, and he felt assessed excessively. He noted the residents will lose the benefit of not <br />being assessed and pay for the benefit of others that use the road, such as the high school and <br />through traffic. <br /> <br />Mr. Jones noted the money received from the County regarding the tumback., does not go to benefit <br />those who are paying for the improvements. <br /> <br />Mr. Jones indicated with other cities where tumbacks have occurred, the cities aided in the cost of <br />the improvements and did not over burden the residents. He provided the Council with comparative <br />information from other cities. <br /> <br />Mr. Jones expressed concern regarding the issue of proper notice of assessment, the assessment roll <br />was not available until May 4, 1995, the policy indicates that two weeks should be available for the <br />resident to review their assessment, this was not available. <br /> <br />Mr. Oscar Lund, 4057 Fairview Ave N, indicated he supported the comments of Mr. Jones. He <br />indicated the improvements will provide additional traffic. <br /> <br />Mr. Lund inquired if the landscaping affected will be replaced or compensated by the City. <br /> <br />Mr. Ken Schacht, 1683 West County Road F, indicated he had lived in the arca since 1948. He <br />expressed concern that the engineers did not fully investigate the options available in the design of <br />the road. <br />
