Ms. Wirkus <br />explained that if a school does not have the funding available <br />for these types of programs, their organization would provide <br />the service through a "grant" to cover a portion of the fee, <br />however, the actual costs are shown as an expense. <br /> <br />Councilmember Aplikowski commented that she spoke to some of <br />the principals in our area, and they are very enthusiastic <br />about this program. <br /> <br />Discussion followed regarding the concern of this type of <br />spending being in compliance with the 50% trade area spending. <br />Council concurred that it is acceptable under the trade area <br />spending requirement. <br /> <br />MOTION: <br /> <br />Hicks moved, seconded by Aplikowski to approve Resolution <br />#94-08, permitting a charitable gambling premises permit <br />to Climb, Inc. to conduct business at Big Ten Supper <br />Club, 4703 N. Highway 10 in Arden Hills. Motion carried <br />unanimously (5-0). <br /> <br />Councilmember Hicks questioned whether St. Paul Turners, Inc. <br />is currently in compliance with the 50% trade area spending <br />requirement. Ms. Person stated that currently they are not in <br />compliance. <br /> <br />MOTION: <br /> <br />Hicks moved, seconded by Malone to direct staff to write <br />a letter to St. Paul Turners, Inc. to request that they <br />comply with the 50% trade area spending requirement. The <br />letter should request that St. Paul Turners provide a <br />proposal as to how they will comply with the requirement <br />before the end of their contract. Staff should copy this <br />letter to the Gambling Control Board. Motion carried (5-0). <br /> <br />CASE #94-02. THATCHER <br />CHIROPRACTIC/FIRSTAR <br />SIGN PERMIT REOUEST <br /> <br />Mr. Fritsinger referred to his memo provided in the packet and <br />explained that Dr. Thatcher is requesting an identification <br />sign at 4061 N Lexington Avenue. The Planning commission <br />supported staff's recommendation to deny the request based on <br />zoning regulations. Dr. Thatcher is now appealing to the <br />Council to reconsider the recommendation made by the staff <br />with the support of the Planning Commission. <br /> <br />Councilmember Hicks asked Dr. Thatcher in what manner does he <br />currently advertise his business. Dr. Thatcher stated that <br />the Yellow Pages is his only source of advertising. Dr. <br />Thatcher further stated that approximately 10% of his business <br />
