He further <br />noted that the City had a policy on billing these types <br />of utilities or any other capital improvements of that <br />nature, and that 100% was normally assessed to the user. <br /> <br />Malone further noted he would be in favor of the City <br />funding a portion of the project if the City would be <br />guaranteed that it would have access to develop a part of <br />this property. <br /> <br />Public Works Superintendent winkel noted that the <br />National Guard requested a four inch (4") force main and <br />they would pump into the City's sewer line due to the <br />fact that the National Guard's existing line is at a <br />lower elevation than the City's sewer line. It had been <br />suggested by Ramsey County to consider installing an <br />eight inch (a") force main which could facilitate higher <br />flow capabilities. <br /> <br />Mayor Sather noted that the City does not always have <br />access to this property should a utility problem occur. <br />If the utilities would be the responsibility of the City <br />to maintain, the City would need access to handle any <br />problems, preventive maintenance and other related <br />issues. Mayor Sather further noted that the City had an <br />obligation within their corporate limits to provide the <br />accessibility to those kinds of services, however there <br />would need to be a good faith effort on the part of the <br />Department of Defense to offer some type of in-kind <br />payment for these services. <br /> <br />Council was asked whether this matter should be continued <br />until the next Council meeting to allow staff to research <br />the issues further. <br /> <br />Malone noted that the City should probably indicate their <br />interest in assisting the National Guard in pursuing the <br />land they want for their maintenance facility. This <br />would give the National Guard the opportunity to notify <br />the Pentagon that the City of Arden Hills was willing to <br />participate in the cost of this project, contingent upon <br />the ability to co-locate maintenance facilities. <br />
