.
.
.e
.
.
.
I
I
.
Ie
I
I
I
I
I
.
I
Ie
.

Arden Hills Council

5

May 9, 1994

Probst asked the applicant, Mr. Carlson, how much time
was needed to test the equipment. Mr. Carlson stated
they need thirty days to complete cell site testing.

Probst asked the applicant if he attended the June
Planning Commission meeting, would that allow enough time
to complete the testing process. He further noted the
case could then be heard at the June 13 City Council
meeting. The applicant answered that this is not
sufficient time to fully test and prepare for
installation.

Malone moved, seconded by Aplikowski to allow the
applicant, Cellular One, to proceed with the needed
changes to the antenna based on the conditions
allowed through the lease agreement, while pursuing
the Special Use Permit process. Motion carried
unanimously (5-0).

JOB EVALUATION SYSTEM UPDATE - PAY EOUITY

MOTION:

Administrator Person commented that she recommended that
the City Council authorize the use of PDI for the pay
equity study based on the lower price quote of $4,515, as
well as, their use of additional baseline job
descriptions over Hay Associates. She further noted that
PDI would conduct job reviews with the management staff.

Malone noted that based on personal experience, he would
recommend that the City Council consider using the
services of Hay Associates. He further noted that Hay
Associates had been in the business longer and he had
good experiences working with this firm.

Mayor Sather commented that MTC had used Hay Associates.

Person noted that PDI seemed to be more flexible and
their process seemed easier to work with, and received
positive recommendations on PDI.

Hicks asked why there was a cost difference between Hay
Associates and PDI. Hay Associates low end cost was less
than PDI, however, it could be higher by the end of the
study. Person noted Hay Associates anticipated the
approximate time that would be needed to complete the
study, however, depending on how much time would be spent
with the staff could fluctuate, and in turn, additional
costs could be billed for the service to a maximum of
$6,000.
