The
lake issue has been raised here because it is a valuable
asset to the community. But, when it kills the trees, it
does lower the value of their houses. They are opposed
to the assessment. They also believed the City should
share more of the cost since the City road went bad
earlier than it should have.

Councilmember Malone indicated that the City has
approximately thirty miles of streets to service. Over
the last several years, the City has had a more
aggressive pavement management program. Several of those
streets that have been completed are now easier to
maintain. Due to the high cost of reconstruction, the
City cannot do all streets at once. The three streets
are in reconstruction this year because the Council has
decided to put more dollars toward reconstruction. This
provides for better maintenance in the future.

councilmember Malone further discussed the historical
perspective of city roads and that the Council had
decided a few years ago to approve an assessment policy.
This allows limited city funds to be stretched to more
projects, such as those planned for this year.
Councilmember Malone asked the City Engineer if he has
any rough idea of the cost of redirecting the storm water
runoff from Karth Lake. Engineer Maurer indicated that a
rough estimate is that concrete pipe is approximately
twenty five dollars a foot.

There being no further comments, Mayor Sather closed the
Public Hearing at 8:18pm.

Councilmember Hicks stated that he would like to follow
