<br />Minutes of the Arden Hills Regular Council Meeting, April 24, 1989 <br />Page 4 <br /> <br />PEERCO (Cont'd) Malone moved, seconded by Hansen, that staff be directed <br />to forward a letter to Ramsey County urging them to <br />commence tax foreclosure action on the PeereD Realty properties identified in the <br />Clerk Administrator's memorandum dated 4-20-89. Motion carried unanimously. (4-0) <br /> <br />MAINT. FRONTAGE <br />ROAD; BETHEL <br /> <br />Council was referred to a memorandum from the Public <br />Works Director dated 4-20-89, relative to maintenance of <br />the frontage road on the Bethel College Campus. <br /> <br />I <br /> <br />Raddatz reported he has reviewed this matter and found the road maintenance is <br />the responsibility of the City, however, to his knowledge the city crews have <br />never repaired nor worked on the section of roadway. He explained the section of <br />road is used exclusively by Bethel College and that he is seeking Council <br />direction relative determining responsibility for maintenance. <br /> <br />Councilmember Malone stated if the road is identified as a city street in the <br />agreement, the city should maintain the roadway. <br /> <br />Mayor Sather agreed with Malone; he suggested Council could discuss the matter <br />with Bethel personnel to determine if they wish to participate in the maintenance <br />of the roadway. He suggested the road be included in the pavement management <br />plan. <br /> <br />Councilmember Hansen questioned if there is a method to return responsibility <br />and/or ownership of the roadway to the college. <br /> <br />. <br /> <br />Mayor Sather suggested he meet with the Administration at Bethel on behalf of the <br />Council to discuss the matter; Council concurred. <br /> <br />Councilmember Mahowald suggested Attorney Filla review prOV1s~ons for deeding the <br />roadway to the private property owner, since the roadway is utilized solely by <br />Bethel. <br /> <br />Public Works Supervisor Raddatz advised there are seven roads listed on the <br />agreement; he also stated the city has no agreement for the maintenance of Round <br />Lake Road, however, the city currently maintains the road. <br /> <br />Council requested Raddatz forward a copy of the full agreement for their review <br />for further discussion at a future meeting. <br /> <br />APPT. FULL-TIME <br />RECEPTIONIST; <br />AMY TRIESE <br /> <br />Council was referred to a report from Clerk Administrator <br />Berger dated 4-21-89, recommending appointment of Amy <br />Triese as full-time receptionist, effective 4/25/89, at <br />a starting salary of $7.15 per hour. <br /> <br />Berger advised his recommendation was based on the report from Deputy Clerk Iago <br />and Administrative Secretary DeLaRosa. <br /> <br />. <br /> <br />Hansen moved, seconded by Malone, that Council appoint <br />Amy Triese to the position of full-time receptionist for the City of Arden Hills, <br />beginning April 25, 1989, at a starting salary of $7.15 per hour. Motion carried <br />unanimously. (4-0) <br /> <br />AMM MEMBERSHIP Council was referred to Berger's memorandum of 4-20-89, <br />relative Arden Hills membership in the Association of <br />Metropolitan Municipalities. <br /> <br />Berger advised the membership fees are prorated; if Council decides to join in <br />June of 1989 the fee would be $1,020.00. He explained funds were budgeted for <br />1989 membership in the amount of $1,000.00. <br /> <br />Councilmember Hansen questioned which other northern suburban communities are <br />currently members in this organization; she questioned if the costs are worth the <br />benefits received. <br /> <br />Berger reviewed the member communities; he advised the AMM is influential in the <br />legislative process. <br /> <br />. <br /> <br />Councilmember Mahowald expressed his op~n1on that the expenditure is not high; he <br />favored Council becoming more involved in organizations of this nature. <br /> <br />Councilmember Malone favored the AMM lobbying stance; he commented the <br />metropolitan communities have experienced a diminished voice in the legislature. <br />
