Absent: JoAnn Growe. Also present: Planner John <br />Bergly, Park Director John Buckley, Public Works Supervisor Robert Raddatz, Clerk <br />Administrator Gary Berger and Deputy Clerk Catherine Iago. <br /> <br />APPROVE MINUTES <br /> <br />Councilmember Malone corrected the 1/26/89 Special <br />Council Meeting Minutes as follows: Page 1, paragraph 3, <br />the word "pondl! in the last sentence to be changed to the <br /> <br />under "SEH CONCERNS" - <br />word "McClung". <br /> <br />Moved by Hansen, seconded by Mahowald, that Council <br />approve the Minutes of the Special Meeting of January 26, as corrected, and <br />Regular Meeting of January 30, 1989, as submitted. Motion carried. (4-0) <br /> <br />BUSINESS FROM FLOOR <br /> <br />None. <br /> <br />REPORT OF TREASURER <br /> <br />Clerk Administrator Berger advised Treasurer Green was <br />unable to attend the meeting and had no investments to <br />report as maturities were not favorable. <br /> <br />REPORT OF PLANNER <br /> <br />CASE #88-30; PUD <br />CONCEPT PLAN, NW <br />CORNER HWY 10 & <br />1-694, CONTINENTAL <br />DEVLPMT, C. COOK <br /> <br />Council was referred to Planner Bergly's report of 2/1/89 <br />relative to the PUD Concept Plan application from <br />Continental Development Corporation, for a residential <br />development located at the intersection of 1-694 and Old <br />Highway 10. <br /> <br />Bergly displayed a map which illustrated the land uses to the north and west of <br />the site; a 37-unit apartment to the northwest and a 29-unit townhouse <br />development which was recently approved to the north of the site. <br /> <br />The Planner advised that page 2 of his report outlined the procedure for PUD plan <br />approval; he stated he would not review this information unless Council had <br />specific questions. He stated it is important that Council be advised the effect <br />of approval, by any action taken this evening, does not bind the Council to <br />subsequent action. <br /> <br />Bergly stated the applicant had appeared before the Planning Commission in <br />October of 1988 with two plans for the site, one for a single family plat and one <br />for an apartment complex development; Commission recommended the applicant pursue <br />a medium density development. <br /> <br />The Planner outlined the Commission comments on the proposed site development: <br /> <br />-Appropriate density for a development would be in the medium range between <br />the R-3 and R-4 Districts. <br />-Actual density proposed not as critical a concern as the quality of the <br />development proposed. <br />-Prefer underground garages rather than detached garages as shown on the <br />original plan submitted. <br />-Commission favored a townhouse development rather than an apartment complex. <br /> <br />Bergly stated the applicant responded to the Commission action by development of <br />a plan which addresses the following: <br /> <br />-Density proposed is near the mid-point of the R-3 and R-4 Districts; 8.25 <br />units would be mid-point and applicant is proposing 8.5 units per net acre. <br /> <br />The Planner noted the plan incorporates the existing farmstead property as part <br />of the PUD. The farm property will be attached to the PUD and cannot be redivided <br />into single-family or two-family lots unless a PUD amendment is approved by the <br />Council; including the farm lot as part of the entire development of the tract <br />the density calculation is at 8.5 units per acre. <br /> <br />-Garages are not underground in the development, as recommended, however they <br />are within the buildings. The garages incorporated within the buildings <br />give the site the appearance of a townhouse complex, rather than apartments. <br />
