<br />Minutes of the Arden Hills Regular Council Meeting, June 13, 1988 <br />Page 8 <br /> <br />CASE U88-18 (Cont'd) <br /> <br />The Planner noted the bleachers would be placed on a <br />slope and fit very naturally on the site. <br /> <br />Bergly advised the Planning Commission had recommended approval of the <br />application and that Rice Creek Watershed should review the application for site . <br />plan approval. <br /> <br />Council discussed the parking situation at the high school. <br /> <br />John Ostlund, representing Mounds View, stated that the school district <br />appreciates the cooperation of the City in trying to alleviate the parking <br />problems. Ostlund felt the no parking signs were working to reduce the problems. <br /> <br />Hansen moved, seconded by Peck, thst Council spprove Case <br />No. 88-18, Site Plan Review for the placement of permanent bleachers at Mounds <br />View High School and requested that the applicant contact Rice Creek Watershed <br />District for their review and approval. Motion carried unanimously. (4-0) <br /> <br />Ostlund thanked Council for their consideration of the application and thanked <br />the Mounds View Boosters Association and the Light Brigade who equally donated <br />the funds necessary to complete the project. <br /> <br />REPORT OF ENGINEER <br /> <br />ACCEPT. IMPROVMT <br />MC CLUNG'S 3RD <br />& ROYAL HILLS NO. <br /> <br />Council was referred to the Engineer's memorandum of <br />6-10-88, recommending the acceptance of the improvements <br />for Royal Hills North and McClung's Third Addition. <br /> <br />. <br /> <br />Peters advised that the contractor has been repairing curb and street settlements <br />and he recommended final acceptance of the two projects. <br /> <br />The Engineer stated that the work was completed in July of 1987, however, the <br />effective one year warranty would begin at this time. <br /> <br />Hansen moved, seconded by Winiecki, that Council approve <br />and accept the Royal Hills North and McClung's 3rd Addition Projects Nos. <br />SS-W-P~ST-84-1 and SS-W-P-ST-84-3, as recommended by the City Engineer. Motion <br />carried unanimously. (4-0) <br /> <br />WATER TOWER The Engineer advised that he has been in contact with the <br />City of Roseville and reported they had pumped 13 million <br />gallons in a 24-hour period. He stated Roseville is somewhat leery of shutting <br />off the tank due to the dry conditions. Peters stated he would continue to keep <br />in contact with Roseville. <br /> <br />REPORT OF PARKS DIRECTOR <br /> <br />APPROV. 1988 SUMMER <br />PROGRAM PERSONNEL <br /> <br />Council was referred to a memorandum from Parks Director <br />Buckley dated 6-9-88, recommending hiring of 1988 summer <br />program personnel. <br /> <br />. <br /> <br />Councilmember Hansen advised that Buckley reported he would not be able to attend <br />the meeting due to obligations to deliver materials for the summer programs. <br />She questioned the salary differential for playground personnel versus soccer <br />instructors. <br /> <br />McNiesh advised the soccer personnel request a higher rate of pay and that <br />Buckley had stated he tries to hire qualified instructors at the lowest rate <br />possible. She also noted the soccer instructors work less hours per week than the <br />playground personnel and it is difficult to get instructors to come into the City <br />for less pay. <br /> <br />Winiecki stated that the soccer instructors were high school students'and the <br />playground personnel were college students; she disagreed with the pay <br />differential. <br /> <br />Mayor Woodburn pointed out that the salary increase for the soccer personnel was <br />high and he suggested an explanation should have been received from the Parks <br />Director; he questioned when the summer program begins. <br /> <br />McNiesh advised the program began this date. <br /> <br />. <br />
