<br />Minutes of the Arden Hills Regular Council Meeting, May 9, 1988 <br />Page 2 <br /> <br />, <br /> <br />CASE #88-10 (Cont'd) The Planner explained the applicant's property has a <br />steep slope at the rear of the lot and noted that the <br />home directly north of the property was granted a front yard variance in 1987, <br />based on the hardship of the land. Bergly advised the conditions on the two lots <br />are identical. <br /> <br />Bergly referred Council to the lloard of Appeals minutes, 4-28-88 and the Planning <br />Commission minutes, 5-4-88, recommending approval of the variance as requested, <br />due to the steep slope at the rear of the lot and the fact that the lots are on a <br />private road and the variance would not negatively impact the neighborhood. <br /> <br />The Planner advised the applicant had agreed to rotate the house slightly on the <br />lot, which may reduce the setback variance, as well as more aesthetically blend <br />With the adjacent home. <br /> <br />Bergly advised the Engineer had reviewed the plan and reported the requested <br />variance would not create a problem. <br /> <br />Donald Obbarius, 1619 Lake Johanna lllvd.. advised Council he had been in contact <br />with the Engineer regarding the drainage problems. Obbarius stated that <br />construction of the Anderson home has caused erosion problems and his yard is <br />full of sand. He explained that Anderson did not take any precautionary measure <br />to stop the erosion when he constructed the private roadway and it was his <br />opinion the situation will become worse when the Moberg home is constructed. <br /> <br />. <br /> <br />Council discussed measures which could be taken to prevent the erosion onto the <br />Obbarius property; it was determined that this was a separate matter from the <br />variance request. <br /> <br />Moved by Sather, seconded by Hansen, that Council approve <br />Case No. 88-10, Front Setback Variance of up to 15 feet, 1611 Lake Johanna <br />Boulevard, David Moberg. based on the topographical hardship due to the steep <br />slope at the rear of the property. Motion carried unanimously. (4-0) <br /> <br />EROSION PROBLEM; <br />1613 LK. JOHANNA <br />llLVD., ANDERSON <br /> <br />Council concurred to direct the City Engineer to review <br />the Anderson variance granted last year and approval <br />lot division drainage plan, for verification of <br />conditions which were attached to protect the residents <br />experiencing drainage problems. <br /> <br />in the area from <br /> <br />Council further concurred to direct City Staff to forward a letter to Mr. <br />Anderson, requesting a silt fence or other preventative measures be taken to <br />correct the drainage and erosion problems, as noted in the approval. <br /> <br />CASE #88-11; FRONT <br />YARD SETBACK VAR. & <br />SITE PLAN REV., <br />. NORWEST llANK. CO. <br />RD. E & PINE TREE <br /> <br />Council was referred to the Planner's report of 5/4/88, <br />relative to the request for a Site Plan Review and 12 ft. <br />Front Setback Variance for Norwest Bank, County Road E <br />and Pine Tree Drive. <br /> <br />Planner Bergly advised the applicant had explored various alternatives for <br />expansion, however. the lot is narrow. He explained the plan meets all other <br />ordinance requirements and the proposed additional landscaping would soften the <br />visual impact of the bUilding on Pine Tree Drive. Bergly stated the County Road E <br />setback of the building would be in line with other businesses. <br /> <br />Bergly referred Council to the Board of Appeals minutes of 4-28-88, and Planning <br />Commission minutes of 5-4-88, both recommending approval of the requested <br />variance. He noted the Planning Commission had requested the applicant endeavor <br />to match the landscaping material sizes used as closely as possible with the <br />existing landscaping on the site; the applicant had agreed. <br /> <br />. <br />
