Solid Waste Disposal <br /> Mayor Woodburn had reque~ted that the Committee study the problems of future <br /> solid waste disposal and make recommendations re organized hauling and <br /> recycling. The State of Minnesota is sharply reducing number of landfills and <br /> hopes to eliminate this method of disposal within a year or two. Ramsey County <br /> is developing a Solid Waste Management Master Plan, due to be completed this <br /> Bummer, which aims at turning 77 percent of the trash into fuel, and another <br /> 17% composted and recycled, the remainder being ash. <br /> A possible result of this could be (but not proven) sharp increases in cost to <br /> homeowners of trash removal. Several surrounding communities have, in studying <br /> the subject, established an organized system of trash removal, either <br /> contracting with one hau!er for the entire community, or organizing the <br /> community into districts, with one trash hauler in each district. Advantages <br /> to this are in having only one trash truck traverse each street (rather than <br /> several, as is possible with each home owner contracting independently for <br /> trash remova!), and reduced cost to the home owner. <br /> After discussion, it was the Committee's consensus that, until Ramsey County's <br /> plans are complete, the matter should be tabled. Committee members felt the <br /> "free enterprise" system now practiced was the best way to keep costs down and <br /> service good. It was moved by Steglich, seconded by Timm, that Committee <br /> recommend to Council that the matter be tabled for the immediate future. <br /> Motion carried unanimous!y. Malone volunteered to follow developments which <br /> . may occur, keeping a file on the matter, and report back to the Committee as <br /> needed. <br /> Proposed Phone System for VillaRe Hall, Public Works BuildinR <br /> Raddatz displayed four brands of phones to be conSidered for purchase for the <br /> Village buildings, (Telrad, Omega, Vicon and A.T.& T). The Telrad ($6,700 <br /> tota! purchase price) and Omega ($4,400) incorporated all of the features <br /> needed, and were of the best quality. Quoted prices include installation and <br /> addition of one line. $2,500 is budgeted for purcbase or lease of an improved <br /> ,phone system in 1987. Raddatz is recommending purchase rather than lease; <br /> 'month!y payments (on amount over $2,500 budgeted) wou!d exceed current rental <br /> fee of $86 per month, but the phones would be owned outright at end of payment <br /> period. An objection to purchase had been the rapid changes in technology in <br /> recent years; the Telrad and Omega systems are designed to incorporate any <br /> improvements developed in coming years. There is a two year warranty on the <br /> Telrad system, one year on each of the others. Raddatz would not recommend <br /> purchase of a service contract after expiration of warranty; he feels <br /> replacement of a phone, should it become defective, would be more cost <br /> effective than a service contract. <br /> Raddatz is planning to contact several references given by each system.
