Kirkwold <br /> (612) 2984127 Deputy Dire{:tor <br /> RAMSEY COUNTY and <br /> Assistant County Engineer <br /> December 22, 1986 <br /> Mrs. Charlotte McNiesh <br /> Clerk-Administrator <br /> City of Arden Hills <br /> 1450 West Highway 96 <br /> Arden Hills, Minnesota 55112 <br /> Functional Classification of Fairview Averue, <br /> County Road B-2 and County Road D <br /> Ramsey County proposes to reclassify Fairview Avenue (CSAH 48) from Larpenteur <br /> Avenue to County Road D; County Road D (CSAH 19) from 1-35W to Fairview Averue; <br /> and County Road B-2 (including portion of St. Croix Street and Terminal Road) (CSAH <br /> 78, CR Ill) from T.H. 280 to Lexington Averue. The existing classification of these <br /> roads is collector, with the exception of St~ Croix Street and Terminal Road. Those <br /> roads are classified as local. The proposed classification is minor arterial. A descriptial <br /> and illustration of the proposed action are enclosed. <br />. The reclassification requires approval of the Board of Ramsey County Commissioners, <br /> and City councils of the affected cities and of the Metropolitan Couocil. A proposed <br /> resolution for consideration by the Arden Hills City Couocil is enclosed. Approval by <br /> Arden Hills is requeste d. <br /> The reclassification will ensure that the most appropriate funding lDurces for roads <br /> that ro longer serve merely a local transportation need may be used for the eventual <br /> reconstruction of those roads. The change will qualify the roads for sources of funding <br /> not now available for them. With the exception of signal improvements on Fairview <br /> Avenue at Rosedale, Ramsey County has ro plans for improvements on the roads <br /> proposed for reclassification. When the roads are reconstructed, the minor arterial <br /> classification will not be the deciding factor in the proposed design. The design of <br /> the roads will be determined by the use of the roads at that time. The rumber of <br /> vehicles using the roads will be a major factor in the proposed design. <br /> This action affects primarily the City of Roseville. A resolution by the Roseville City <br /> Council approving the request has been received. Your city's assistance is requested <br /> because the functional classification change must connect a minor arterial to another <br /> minor arterial or a road with a higher classification. The area affected in your city is <br /> on the periphery of the requested change and there should be no impact on property <br /> owners in your city.
