Adams has asked if the Council would write a <br />letter to our State Senator on his behalf, asking him to look into the State <br />Gambling Control Boards delay in making a decision on this matter. Sather read <br />the letter he drafted to be sent to Senator Frita Xnaak. <br />Some Council members expressed they would rather not pursue this matter as they <br />did not consider the binlO operation clearly repreaented the current imale <br />maintained in Arden Hills. <br />Sather stated his initial concern was the same as those expressed by other <br />Council members, however, he noted that this request should be considered just <br />as any other business or resident application which bas been denied without <br />just cause. <br />Hicks advised he had no objections to Sather sending the letter as a <br />Councilmember from the Village, but preferred it not be on behalf of the <br />Council as a whole. Peck and Mayor WOOdburn alreed with Hicks. <br />Mayor WOOdburn stated he was not aware the number of occasions for bingo could <br />be restricted and suggested drafting an Ordinance which would restrict, if <br />POssible, the number of occasions to fourl Hicks agreed. <br />Request for ApDointment to Rice Creek Watershed Board . <br />Council was adVised a letter was recaived from Roberta Weltz in, 968 W. County <br />Road I, Shoreview, for consideration of her appointment to the Rice Creek <br />Watershed Board of Manager. Latter was placed on file. <br />ParkinK Survey - Arden/Shoreview Animal Hosoital <br />Council asked Clerk Administrator tha status of the parking survey at the <br />Animal Hospital. <br />Horrison advised the CSO and Ramsey County Sheriff's Department had been <br />conducting the survey at various t~s of the day and letters were sent to <br />adjoininl property ownerel report on reeults should be compiled for Council <br />reviaw in February. <br />REPORT 0' CLERX ADHINISTRATOJl PATRICIA HORRISON <br />Request for Temporary Banner SiRn - Charlie ChunK Restaurant <br />Council was adviaed the owner of Charlie Chunl's Restaursnt (formerly Steak <br />Inn) had requestad a t~porary banner aign to advertise breakfast at tha <br />restaurant,. <br />Chul Chung, owner of the restaurant, appeared and requested a 30 day period for <br />the sign beginning January 15th. He stated i~ the other advertising in <br />newspaper brought in substantial customers he may take the sign down sooner. <br />Sather moved, seconded by Peck, that Council approve the 4' x 20' temporary . <br />banner sign for Charlie Chunl Restaurant for a period of 30 days, beginninl <br />January 15, 1987. Hotion carried unanimously. (4-0) <br />Additional Insurance CoveraKe - LJVFD <br />Council was referred to Clerk Administrator's ~randum of 1/12/87, reI <br />increased insurance coverage for LJVFD. <br />Sather asked what level Shoreview and North Oaks chose to pursue. <br />Morrison stated they had approved the $2,000,000 coverage, probebly because the <br />differential between the premium costs of the $1,000,000 and $2,000,000 were <br />min iJu1. <br />Mayor reviewed letter from Attorney; commenting on the matter of weighing <br />dollars with risk. He noted the following items from the letter: . <br /> - The element of risk was not as great as long as LJVFD remained on an <br /> independent contractual basis. <br /> - Attorney recommended, if not in the contract now, the cities may wish <br /> to put in terminology stressing the independent relationship rather <br /> than joint venture.. <br /> ~ <br />
