ALPO (CONT'D) The Planner explained the proposed construction of the <br /> addition to the A1po building, which will house a tank <br /> for storage of liquid tallow. The applicant had advised Miller that the tank <br /> will be sealed and should not emit any additional odor. <br /> Council discussed neighborhood complaints relative to odor emission; the Zoning <br /> Administrator Iago had received one complaint prior to the Planning meeting and <br /> the Mrs. Zehm, former Zoning Administrator had indicated she received several <br /> complaints over the years she was employed. <br /> There was also discussion of screeening at the northwest border of the property <br /> and the Parks Director explained that A1po personnel had planted 30-50 trees <br /> along that property line on Arbor Day. Buckley noted that the evergreens were <br /> planted in double rows and should mature within a few years. <br /> Council had questions relative to the processing and storage of the liquid <br /> tallow and determined they needed more information from a company <br /> representative. <br /> Hansen moved, seconded by Peck, that Council table Case <br /> No. 87-15, to the next regular Council meeting on May 26, 1987, and refer the <br /> variance request to the Board of Appeals for their review and recommendation; <br /> furthermore, Council requested a representative of Alpo Pet Foods be contacted <br /> by staff and requested to appear before the Council at their May 26th meeting <br /> to discuss the methods of tallow processing and storage, odor emission from the <br /> plant and screening at the rear property line. Motion carried. (5-0) <br /> -- <br /> -- CASE NO. 87-10; Planner Miller reviewed his report and referred Council <br /> SETBACK VAR. , to Planning Commission minutes of 5-6-87 and Board of <br /> 1305 TILLER LN. Appeals minutes of 4-23-87. Planning Commission and <br /> Board of Appeals recommended denial of the request, <br /> based on the inability of both boards to identify a hardship and approval of <br /> the request may establish a new setback line by precident. <br /> Miller explained the interior floor plan of the home, problems with roof lines <br /> in the rear of the home, and eagerness to eliminate the steep driveway prompted <br /> the applicant to consider the expansion from the front of the home rather than <br /> the rear. <br /> Council was referred to the Planning Commission minutes of May 6, which listed <br /> the reasons for the applicant's request. <br /> After discussion, Council suggested the applicant be encouraged to remOve the <br /> two condemned fireplaces in the home and lower the driveway elevation, for <br /> their safety, even if approval is not granted. <br /> Moved by Hansen, seconded by Peck, that Council deny <br /> Case No. 87-10; Front Setback Variance, 1305 Tiller Lane, rationale for denial <br /> being there is no unique identifiable hardship, granted the variance may <br /> establish a new setback line by precident and other options for expansion could <br /> be explored by the applicant. Motion carried unanimously. (5-0) <br /> REPORT OF PARKS DIRECTOR <br /> - 1987 SUMMER PROGRAM Council was referred to the 1987 Proposed Summer <br /> -- Program Schedule submitted by Buckley. <br /> Hansen moved, seconded by Sather, that Council approve <br /> the 1987 Summer Program Proposal as submitted by Parks Director John Buckley. <br /> - Motion carried unanimously. (5-0 ) <br /> - <br /> APPROVE 1987 SUMMER Council was referred to Buckley's memorandum (5-6-87), <br /> PLAYGROUND PERSONNEL relative to hiring 1987 Summer Playground personnel. <br /> Moved by Hansen, seconded by Peck, that Council approve <br /> the 1987 Summer Playground personnel, as outlined in the Parks Director's <br /> memorandum. Motion carried ~nanimously. (5-0) <br /> PUBLIC WORKS SUPERVISOR REPORT <br /> CONSTRUCTION Public Works Supervisor Raddatz reported on the current <br /> PROJECTS UPDATE construction projects in Arden Hills: <br /> SEWER INTERCEPTOR - The sewer pipe is constructed to the cul-de-sac <br /> for Edgewater as of this date. Some valves will have to be repo1aced and the <br /> contractor is placing pearock around the pipe as bedding, The project is ahead <br /> of schedule at this time. Some of the equipment from Lift Station #10 will be <br /> placed in other lift stations for use; Raddatz suggested the items the Vi1a1ge <br /> does not use could be donated to a Vo-Tech school for training purposes. <br /> - ------ - _u__ -.-.-- ------- - <br />
