Council should submit a copy of the ordinance amendment <br /> to DNR for approval within 120 days; DNR submits amendment to Ramsey County for <br /> their approval; County returns to DNR and DNR returns to Arden Hills. <br /> Publication of the amendment is required after all approvals are received. <br /> - Nelson commented that he had polled the neighbors and received favorable <br /> support; Hansen agreed that most residents in the area would favor tha speed <br /> restriction. <br /> Nelson thanked Mayor Woodburn for his time and concern when he stopped to view <br /> the lake level this week. <br /> Hansen moved, seconded by Peck, that Council direct the <br /> Village Attorney to prepare an ordinance amendment which limits the speed of <br /> boats on Lake Johanna to 40 mph at those times of the day when the 5 mph speed <br /> . limit restriction is not imposed; furthermore, that staff submit the necessary <br /> forms to the State Department of Natural Resources for approval and publish <br /> ordinance amendment as necessary. Motion carried unanimously. (3-0) <br /> Council sugg~sted that the proposed ordinance be published in the Town Crier; <br /> also that Jim Tolaas of Ramsey County be notified to correct signage at the <br /> lake. <br /> REG. BOAT TRAFFIC Council was referred to a letter from James Potocnik, <br /> ON LAKE JOSEPHINE 7/16/87, requesting that Arden Hills regulate boating <br /> traffic in a counterclockwise manner on Lake Josephine <br /> . and to post a "NO SWIMMING IN BOAT LAUNCH AREA" sign. <br /> Council concurred that regulating the boating traffic in a counterclockwise <br /> . manner has worked well on Lake Johanna and would enhance' water safety on Lake <br /> Josephine; agreed that the no swimming sign should also be posted. <br /> Council directed the Clerk Administrator to contact the City of Roseville <br /> regarding this matter; also to contact Ramsey County and forward by letter <br /> Council concurrence with the requests. <br /> DAYBRIDGE LEARNING Council was referred to Planner's memorandum of <br /> CENTER; SITE REV. 7/23/87, regarding applicant's request to move the <br /> daycare center site to the corner of Highway 96 and <br /> Hamline Avenue. <br /> Randy Peterson, Rand-Maur construction, appeared before the Council and <br /> requested that approval for relocation of the site to the corner location be <br /> obtained administratively, rather than returning to Planning Commission and <br /> Council for their review at formal meetings. He statsd they would work closely <br /> with City staff. <br /> Council asked if the Attorney or Clerk Administrator had any comments. <br /> Mayor Woodburn stated that it was his opinion the site was never formally <br /> platted into parcels. <br /> . Councilmember Peck saw no problem with relying on staff for approval; expressed <br /> concern relative to the roadway easement. <br /> . After discussion, the Rand-Maur representatives stated they were willing to <br /> grant a roadway easement of a minimum of 35 ft. to the City and they would <br /> agree to improvement of the driveway approach and roadway necessary to enter <br /> the daycare site. <br /> Randy Peterson stated that the conditions originally approved have not been <br /> altered concerning the easement; he stated that they would work with the <br /> Planner and other staff members to assure that intent of the original approval <br /> is carried out. <br /> . There was no further discussion. <br /> . STATUS REPORT; Council was referred to the proposed purchase agreement <br /> HWY96I HAMLINE for the land adjacent to the Village Hall on Highway 96 <br /> and'Hamline Avenue. <br /> -- ---------------- --- --------- <br />
