Page 7 <br /> CASE #87-26 (Cont'd) Miller and Tramm explained the construction of the <br /> townhome units: <br /> .a. - Building would have brick trim and quality siding. <br /> ..... - Stepping roof lines would deter from "barracks" appearance. <br /> - Exterior colors would be earth tones and blend with apartment complex <br /> on adjacent property. <br /> - Garage doors would be treated with raised panel effect; some units will <br /> have one double door and some units will have two single doors. <br /> Commission members questioned if emergency access turnarounds should be <br /> required; Planner advised that with the building separations and the access <br /> from Brueberry Lane emergency turnarounds may not be necessary. <br /> Miller suggested that the applicant be required to meet the 20 ft. setback <br /> requirement for off-street parking nodes and he recommended a 25 ft. separation <br /> between buildings. He explained how the 25 ft. building separation could be <br /> accomplished by the applicant. Miller also recommended some additional <br /> landscaping requirements and noted that there has been a problem with soil <br /> erosion at the apartment complex; to eliminate that problem with the townhouse <br /> development he recommended the applicant be required to provide sodding near <br /> the curbs and on areas where the grade was excessive. <br /> Comments from the Floor After determining there were no comments from the <br /> floor, the public hearing was closed at 9:50 p.m. <br /> Moved by Thorn, seconded by Savage, that Commission <br /> . recommend to Council approval of Case #87-26, PUn General Plan, Rezoning from <br /> R-I to R-3, and Preliminary Plat for 29 townhouse units based on the findings <br /> that: a) The proposed use, density, and general distribution of townhouse <br /> units conform to the previously approved PUD Concept Plan; b) The proposed <br /> rezoning conforms to the Comprehensive Plan and the PUD Concept Plan, and, <br /> c) The proposed buildings conform to all zoning ordinance requirements <br /> regarding setback, height, and coverage. Furthermore, that approval be <br /> conditioned upon the following items: <br /> I. Adjustment of the two northern most buildings to provide greater <br /> separation of buildings in the north cluster. <br /> 2. Adjustment of off-street parking areas to meet the 20-foot setback <br /> requirement from all street rights-of-way. <br /> 3. Approval of the site grading plan by the City Engineer. <br /> 4. Approval of the revised landscape plan by the City Planner; said plan shall <br /> intensify planting per Planner's recommendations and shall specify sizes in <br /> conformance with the City's minimum standards. <br /> 5. Approval of all homeowner's association contracts and documentation by the <br /> City Attorney. <br /> 6. Approval of the Final Plat. <br /> Motion carried unanimously. (5-0) <br /> COUNCIL REPORT Mayor Woodburn reported on items of interest to the <br /> Commission. <br /> .
