It found: (1) sewer rates have not been increased since 1981; costs <br /> to Metropolitan Waste Control Commission have increased 15% in that time;, (2) <br /> water rates have not been increased since 1984; operating costs, caused <br /> -- primarily by an increase in costs of water purchased from St. Paul, have <br /> -- increased 15% in that time also.
