Buckley <br /> Re: 1987 Shade Tree Program <br /> -------------------------------------------------------------------------- <br /> Money is budgeted to continue the Shade Tree Program in 1987. Tree <br /> Inspector David Winke! will be scheduled to work twelve weeks this summer <br /> with the Diseased Tree Program. He will be conducting two extensive <br /> community-wide surveys. The first survey will be a combination woodpile <br /> and tree inspection in mid-June. The second inspection will be in late <br /> August. Mr. Winkel wil! issue work orders at the request of residents. <br /> All work sites will be inspected before payments are made. Tree removal <br /> cost will continue to be shouldered by the public and private property <br /> owners. <br /> 1987 Diseased Tree and Stump Removal Contract <br /> 1987 Tree and Stump Removal Contract Recommendations: <br /> . I am recommending that the 1987 Tree and Stump Removal Contract be the <br /> same contract form used in 1986. <br /> l. The Contractor's Performance and Payment Bond is determined by the <br /> total payment made to the contractor the previous year. 1986 payment <br /> was $6,590 for private property tree remova!, and $I,Oll for public <br /> property tree removal. r am recommending the bond be $7,000 this <br /> year. <br /> 2. Bid quotations stating removal cost per diameter inch wi!l be <br /> requested. Extra charges for tight working areas were eliminated last <br /> year, and we wil! continue this policy. Eliminating charges for tight <br /> working areas greatly simplifies calcu!ating the cost of tree removal <br /> for property owners. Contractors will not be able to inflate removal <br /> cost by adding extra charges due to tight working conditions. <br /> With Counci! approval, the Village Tree Contract will be advertised in the <br /> New BriRhton Bul!etin on March 4 and March 11. Bid specifications will <br /> a!so be mai!ed to 1986 bidders. Bid opening wi!l be schedu!ed for <br /> Tuesday, March 25. Council review and approval will be March 30, 1987. <br /> Oak Anthracnose Disease <br /> Last summer some of the white oaks in Arden Hills were infected with the <br /> oak anthracnose disease. The appearance of these trees was similar to a <br /> diseased oak wilt tree. Oaks with antracnose may be unsightly, but are <br /> healthy trees and do not have to be removed. Special efforts will be made <br /> . to inform residents of the difference in these diseases by: <br /> information in the Town Crier, <br /> information on cable television, <br /> tree inspection by Inspector Winkel. <br />
