Miller, Planner <br /> Subj ect: Case #87-03 <br /> Special Use Permit for Valentine Hills <br /> Elementary School classroom addition n. plaza bldg., ste. 220 <br /> Applicant: Independent School District #621 5217 wayzata blvd. <br /> Date February 24, 1987 minneapolis, mn 55416 <br /> 612 544 7576 <br /> The School District is proposing the construction of a 4900+ square foot <br /> classroom addition to the southwest wing of the building. The one-story <br /> addition will house four new classrooms. The addition will be constructed <br /> of brick identical to the existing building. <br /> ORDINANCE COMPLIANCE <br /> The proposed addition conforms to all ordinance requirements regarding <br /> height, coverage, and setbacks. <br /> COMMENTS <br /> 1- The Zoning Ordinance requires a Special Use Permit for "general <br /> education schools" in the R-l District. Since this school was <br /> ,constructed prior to,that requirement, it currently exists without <br />. a Special Use Permit. In keeping with the City's policy of bringing <br /> uses such as this into conformance with the SUP requirements when <br /> significant expansion or renovation occurs, the SUP is being requested <br /> at this time, <br /> 2. The proposed addition represents expansion of the building footprint <br /> by approximately 15 percent and an increase in site coverage of <br /> only 1 percent. The addition will be 140 feet from the nearest <br /> property line, 33 feet more than the existing building. It wi 11 be <br /> architecturally compatible with the existing building. Furthermore, <br /> the large existing berm southwest of the building will provide <br /> substantial screening for several of the houses along Chatham <br /> Drive, In my opinion, the impact of the addition on the neighborhood <br /> and the site will be minimal. <br /> 3. Approximately three years ago, the City approved the construction <br /> of two portable classrooms at the rear of this school. The approval <br /> established a five-year limitation for the portables. School <br /> District representatives have informed me that the portables will <br /> remain at least until the new classrooms are completed. At that <br /> time they will evaluate if the portables will be removed or remain <br /> for the duration of the five years, <br /> CONCLUSION <br />. 1- The proposed school addition will have minimal impact on the school <br /> site and the adjacent properties, <br /> 2, The Special Use Permit should be approved for use of the site/ <br /> building as a general educational school and playfield, <br /> planning' landscape architecture <br />
