Efforts to promote development and provide market <br /> information should focus on these sub-markets while using the HEA I <br /> as an umbrella in support of the more spec if ic objectives of <br /> the individual communities. <br /> 7. within the MEA, there are a number of "lead cities" that have ( <br /> developed expertise and a reputation as leaders in growth and <br /> development. They should provide the leadership for other ( <br /> communities who seek guidance and should be encouraged in the i r <br /> efforts at local and regional development. <br /> 8. Diversity of community interests exists in the MEA. This l <br /> perception of conflicting interests is damaging. It should be <br /> realized that this very diversity can be built upon by stressing <br /> the uniqueness of each of the communities, rathe r than making I <br /> everyone conform to a "development ethic". <br /> 9. All i ances between the central city and suburban communities I <br /> are currently weak, with li mi ted understanding of common goals <br /> and interests and the opportunities to build on strengths. Linkages can be developed around I <br /> . complementary needs for industrial parl;s and housing for a I <br /> variety of markets. <br /> 10.
