The Council's <br /> action, at the conclusion of such proceeding, may include <br /> approval, approval with conditions, denial in whole or in part, <br /> tabling for a specified period in time, or referral back to the <br /> planning commission for further consideration of the application <br /> and report to the Counc il within a specif ied period of time. <br /> This process thus gives the Council con trol over the ways in <br /> which a permitted principal use in a business district shall be <br /> implemented. <br /> What I am suggesting in the latter part of this letter is <br /> that contract or conditional rezoning of the subject parcel may <br /> be unnecessary. The uses which are permitted as a matter of <br /> right in a B-2 district are limited in number and do not seem to <br /> me to have the same capability for producing harm to the <br /> surrounding neighborhoods as do those which cannot be instituted <br /> until after the Council has granted the developers thereof <br /> . special use permi ts. Your Judgment, rather than mine, does and <br /> should control on this point. <br /> I think that Mr. Stolpestad would appreciate some guidance <br /> from you as to how you wish the Applicant to proceed on the <br /> matter.
