If rezoned, <br /> it is the applicant's intention to construct a neighborhood retail/ <br /> service center and a day-care center on the site. <br /> The applicant is not requesting site plan/building pennit approval at <br /> this time. In accordance with Section VIII.B(2)(e), however, a general <br /> development plan for the property has been submitted and is attached. <br /> The applicant's Comprehensive Plan Statement, which further describes <br /> 'the proposal, is also attached. <br /> COMPREHENSIVE PLAN DESIGNATION <br /> The Comprehensive Plan designates the .subject parcel for commercial I <br /> office development "designed .to minimize negative impacts upon adjacent <br /> . residences", (page 22). i <br /> , <br /> BACKGROUND <br /> Nearly 10 years ago the City considered a request to rezone this property <br /> from R-1 Residential to B-2 General Business.to accommodate a neighborhood <br /> convenience store and an adjacent retail center. After extensive <br /> discussion regarding the impacts of commercial development on adjacent <br /> residential uses, the Council rezoned the site to B-1 limited Business. <br /> In doing so, the Council recognized that the site was not suitable for <br /> low- or medium-density residential development, but considered retail <br /> commercial development incompatible with surrounding uses. Office use, <br /> permitted in the B-1 District, was considered an acceptable alternative. <br /> A short time later, a proposal for a commercial day-care center was <br /> approved by the City at the east end of the parcel. Of course, the day- <br /> care center was not constructed. In 1981, a plan and subdivision for <br /> four one-story office buildings was approved. Again, the project was <br /> not constructed.
