Morrison, Clerk Administrator <br /> Re: Agreement with Rosevi11e for Glenhill Road Reconstruction <br /> -------------------------------------------------------------------------- <br /> The Council, at the meeting of March 9, ,ordered in the G1enhi1l Road <br /> improvement, and entered into a Joint Powers Agreement with Rosevi11e, <br /> pending review and approval of the Agreement by Jim Lynden. Mr. Lynden <br /> has reviewed the proposed Agreement, made minor changes, and given his <br /> approval of the Joint Powers Agreement, as attached. <br /> In accordance with Item #7 of the Agreement, the Council will need to <br /> determine the payment schedule for the project, i.e. , payment upon <br /> billing, or delayed payment not to exceed July 1, 1988, (in which case <br /> 7.57. annual interest would be due). <br /> Another consideration the Council may need to determine at some point is <br /> the method of assessment. Don Christoffersen may be able to assist with <br /> this determination. One method of assessment would be by front footage, <br />e and another by area or lot. There is a pie-shaped lot at the end of the <br /> street which, although equal to other lots in area, does have a great deal <br /> more frontage than some of the other lots. <br /> Although through the Joint Powers Agreement with Roseville, their city has <br /> taken all the necessary steps to commence the improvement, because a <br /> portion of the costs will be assessed back to affected property owners, we <br /> should also adopt all the necessary 429 proceedings. Therefore, I have <br /> drafted, and enclose, a proposed Resolution for adoption by the Council, <br /> after which it will be sent to Jim Lynden for his review and approval. <br /> As you may recall, the estimated cost was $83,000; however, the low bid of <br /> Total Asphalt Company was $49,129.15, with an estimated total cost of <br /> $67,120.24 (including contingencies, engineering and capitalization). <br /> Construction is scheduled to begin next week. <br />. <br />
