MINUTES OF THE BOARD OF APPEALS MEETING <br /> VILLAGE OF ARDEN HILLS <br /> MAY 21, 1987 - 5:30 P.M. <br /> CALL TO ORDER <br /> The meeting was called to order at 5:30 p.m. by Chair Barbara Piotrowski. <br /> ROLL CALL <br /> Present: Barbara Piotrowski, Ray McGraw and David Carlson. <br /> Absent: Jean Lemberg. <br /> Also Present: Councilmember Jeanne Winiecki. Bob Vissers, 1258 Wynridge; <br /> Pam Gantz, 1250 Wynridge; Brent Nelson, 1266 Wynridge and <br /> Harvey Stewart, General Manager of Alpo Pet Foods, Inc. <br /> APPROVAL OF MINUTES <br /> Councilmember Winiecki noted that her name was not listed as present at the <br /> April 23rd meeting, when she did indeed attend. <br /> Clarification was needed on the last sentence on page I of the April 23rd <br /> minutes: "It is not the homeowners responsibility to landscape accordingly as <br /> to prevent run-off onto other adjacent properties I The Board consensus (and <br /> the meaning behind the exclamatory statement) is: The homeowner is <br /> . responsible to landscape accordingly as to prevent drainage onto adjacent <br /> properties, is he not! The sentence will be changed to read: "It is the <br /> homeowners responsibility to landscape accordingly, as to prevent run-off <br /> onto adjacent properties <br /> Motion to approve minutes as corrected carried unanimously. <br /> CASE NO. 87-15 - Rear Setback Variance, Alpo Pet Foods, Inc. t 4251 Fernwood <br /> After discussion, the Board voted unanimously (4-0) in favor of the requested <br /> variance. (Lemberg voting absentee after visiting the site and discussing <br /> with Chair) <br /> 1. According to Mr. Stewart, this new system will be completely sealed and <br /> should not emit additional odors. <br /> 2. Working Conditions will be much safer for the workers who have previously <br /> hand-dipped this hot tallow from 55 gallon drums. <br /> 3. The proposed location of the new storage tank, for reasons of economy and <br /> efficiency seemed reasonable to the Board members. <br /> 4. With the 50 ft. public pedestrian way adjacent to the rear of the Alpo <br /> property, there is 113 feet separating the proposed addition and the <br /> adjacent residential lots, which seemed adequate to the Board members. <br /> Alpo has also planted 60 spruce trees, which will act as a screen when <br /> mature. <br /> 5. The Board determined that visually, the adjacent neighbors should not <br /> notice the proposed addition; they will still be viewing a white corner, <br /> . that optically is not any closer to them. The Board empathized with the <br /> neighbors concerns, however, relative to noise and odors. Mr. Stewart <br /> assured those present that those items are within Ordinance and EPA <br /> standards. <br /> 6. With approval of this Variance, the Board expressed the hope that any <br /> future expansion will be within City Ordinance requirements. <br />
