- Minutes of the Regular Council Meeting, May 26, 1987
. Page 5
WATER METERS Raddatz suggested conducting a random survey in the
(CONTINUED) Village to determine the extent of meters that do not
reconcile.
Councilmember Winiecki suggested a notice could be sent to residents asking
them to reconcile the numbers on the inside and outside meters; she commented
an amnesty program could be established for payment of differences prior to the
survey. Winiecki further stated that residents could be advised it would be
beneficial to them to complete the survey, noting if they do not fill out the
card, the Village would have to estimate the difference and that could result
in a substantial amount charged for actual usage.
After discussion. Council concurred to refer this matter to the Public
SafetylWorks Committee for their review and recommendation.
FIRE CONTRACT Council discussed the current Fire Contract situation
NEGOTIATIONS with the LJVFD and the three communities.
Mayor Woodburn illustrated the current level of participation of the three
cities and 'indicated that he and Councilmember Hansen would appreciate Council
comments relative to direction for negotiating the Fire Contract.
Council consensus was that Arden Hills should begin the negotiating process for
. the responsibility of capital and operating costs for the equivalent of one
fire station.
,
Council comments and concerns expressed:
- LJVFD should submit to Council an operating cost proposal for
all fire stations.
- Council suggested the three cities offer a dollar amount for the
operation of all fire stations and the LJVFD work within that
budget.
- Contract term should be for one year.
- Cost breakdown should be provided for operating costs and capital
expenditures as separate entities.
- Should Council suggest any changes in the level of service provided
by the LJVFD.
- Should Council consider purchasing and replacing all equipment
instead of funding capital.
Paul Malone, PSIW Committee member. agreed that Council should consider a cost
breakdown for operating costs and capital outlay; and look at depreciation
costs on equipment, as funds are currently being accumulated by LJVFD.
After discussion, Council concurred that the Mayor and Councilmember Hansen
should begin negotiations for responsibility of the costs of the equivalent of
one fire station for a one year contract term. and that the level of service
from the LJVFD should be addressed in the long range fire plan.
. Councilmember Sather left the meeting at 9:20 p.m.
REPORT OF PUBLIC WORKS SUPERVISOR
AWARD OF BID Council was referred to Raddatz's memorandum (5-21-87)
JETTER TRUCK re: purchase of Jetter Truck. Raddatz recommended
Council accept the bid from Flexible Tool Company in
the amount of $56,775.00.
The Jetter Truck was budgeted over a two year period ($33,000 in 1987 and
$30,000 in 1988). Raddatz stated that Flexible Tool Company's bid allowed
$8,000 trade-in for our old Jetter.
Peck asked if the $56,775.00 bid included the discount for trade-in of the old
. Jetter truck. Raddatz advised 'it did include the discount.
Peck moved, seconded by Winiecki, that Council approve
the purchase of the Jetter Truck and award the bid to Flexible Tool Company,
cost less trade-in, in the amount of $56,775.00.
