- 1)
MEMORANDUM
. --------------------------------------------------------------------------
Date: June 26,
1987
To: Arden Hills Council
From: Robert W. Raddatz. Public Works Supervisor
--------------------------------------------------------------------------
On Thursday evening, June l8, Fred Reed, who was the man on call. was
called to a water leak at l40l Skiles Lane. Fred called me, stating the
water was coming up in an area about 8 to 10 feet off the tar roadway;
Fred and I felt it was a watermain break. We called for locations from
the utilities, called Perron Excavating. and began excavating to locate
the leak early Friday morning.
The homeowner met us at the site; he stated that his curb box was probably
located at the spot of the leak. We dug by hand. found his curb box. and
shut it off. The leak stopped immediately; we turned it back on. and the
leak started again. We then turned off his curb box again.
At this time I jokingly said to Mr. Lemberg, that now the problem was his,
not mine...not that I didn't feel badly, but the City responsibility stops
at the curb box. He stated he fully understood this, and would take care
of it.
. At this time I told the men to go back to the shop., and told Mr. Perron we
would no longer need his services. Mr. Lemberg asked me if Mr. Perron
could repair the leak; I told him it was up to him to arrange for this.
He asked what Mr. Perron charged. and then told Perron to go ahead.
When Mr. Perron dug up the curb box, he found that it needed to be
replaced; I had to send two men out to locate valves and shut off the main
to do this. Mr. Perron replaced the curb box; we turned on the main. and
left Mr. Perron to finish the job.
Mr. Lemberg then stated that a large rock. lying on the pipe, had caused
the leak; he stated the City should be responsible for. this because of
poor construction back in 1970. He also states Mr. Perron left a big mess
and tore up more than was necessary.
I feel the City can't be held liable for work that was done so many years
ago. The leak was indeed on the homeowner's side of the curb box.
As far as the work that Mr. Perron did. that is between Mr. Perron and Mr.
Lemberg. Even though the City used Mr. Perron for our work, I did not
tell Mr. Lemberg to hire him. The arrangement was between the two of
them.
.
