Semaphore; County Road E and Pinetree Drive: We have received request <br /> from MSI and Norwest for this semaphore, together with a statement from <br /> Woodbridge Properties stating they do not oppose the semaphore. As noted <br /> in your packet, MSI had requested placement of a semaphore July of last <br /> year. A report from Frank Herbst and Bob Raddatz are enclosed for your <br /> information. <br /> 5. Water Main Break, Skiles Lane: A letter was received from Brad <br /> Lemberg, 1401 Skiles Lane, requesting that the City pay for costs of a <br /> recent watermain break. A memo from Bob Raddatz is enclosed for your <br /> consideration. <br /> 6. Completion of Exterior Surfaces: We receive, now and then, calls from <br /> residents concerned with the appearance of their neighbor's property. For <br /> yards, our ordinance on noxious weeds covers some of these concerns; <br />. however, for construction, there is presently little we can do once a <br /> building permit is issued, i.e., there is not a time limit for completion <br /> as long as they continue to work on the building. Mayor Woodburn has <br /> suggested consideration be given to adoption of an ordinance which would <br /> address a time limit for completion of the exterior of a building. I <br /> believe other cities in the Metro area have such an ordinance (Orlyn is <br /> reviewing), and also refers to a definition of finished material <br /> acceptable. <br /> Debris in a yard is somewhat more difficult to review, due, in part, to <br /> definition. (There may be resident present to discuss the property at <br /> 1415 Arden Oaks Drive.) <br /> 7. Realianment of County Road I: Barry Peters, of SEH, will be present <br /> to discuss this matter and the effects on Arden Hills. The County is <br /> trying to eliminate the two 90 degree turns which are present between <br /> Hamline and Lexington. It is my understanding the County prefers Alt. 1. <br /> Costs for the project are not yet available. The County is requesting <br /> Arden Hills' input as to our preference of the alternatives offered. I <br /> have asked Barry to address the impact, if any, there could be on MSA, as <br /> Arden Hills has designated Hamline as an MSA street (through the Arsenal). <br /> 8. Pot 0 Gold Binao: The applicant was to have presented their landscape <br /> and lighting plan to Orlyn for review and recommendation to the Council by <br /> June, 1987 (Council meeting of 12/8/86). As of 6/25, Orlyn had not <br />. received it; Mr. Adams visited our office on 6/24 and was advised this <br /> matter was on the 6/29 agenda (as he knew it would be from several <br /> previous conversations with. him).
