CASE #87-22 (Cont'd) Moved by Peck, seconded by Winiecki, that Council <br /> approve Case #87-22, Amended Site Plan Review for <br /> Perkins Restaurant at Red Fox Road and Lexington Avenue. Perkins/Construction <br /> 70, contingent upon the applicant constructing the trash storage enclosure and <br /> installing the landscaping as proposed in the plans submitted. Motion carried <br /> unanimously. (4-0) <br /> PURCH. OF PROPERTY Council was referred to Planner's memorandum (7-7-87); <br /> HAMLINE & HWY. 96 regarding the purchase of property east of City Hall <br /> Public Works Building and his discussions with a <br /> representative from Rand-Maur Corporation. <br /> Attorney James Lynden reviewed the letter he had received from James <br /> Stolpestad, dated 7-6-87, relative to purchasing the property as separate <br /> parcels of land or as one entire parcel; he advised the owner indicated he <br /> would prefer to release the land in a west to east fashion for development. <br /> Lynden stated that Stolpestad did not express any concerns relative to <br /> terminating the purchase agreement with the Rand-Maur Corporation. <br /> There was extensive discussion of the proposed asking price for the land; <br /> Council questioned if a current appraisal had been done on the property. <br /> Lynden advised that no appraisal had been done on this specific parcel; he <br /> stated that in discussions with Stolpestad the comment had been made that the <br />. price is negotiable. <br /> Council asked for staff comments relative to the purchase of the land: <br /> - Public Works Supervisor stated his preference would be to purchase the <br /> entire parcel of land; the Village Hall buildings are both crowded at the <br /> present time and it is his opinion that it would be a good investment. <br /> - Clerk Administrator agreed with Raddatz comments relative to future <br /> expansion of the Village facilities; also commented that it would be <br /> preferable to purchase this land for a possible fire station location, rather <br /> than having to be placed in the position of purchasing a less desirable site <br /> because it is the only land available. <br /> Council comments relative to the land purchase: <br /> - Peck stated it was his opinion the entire parcel should be purchased; <br /> he did not favor a lease agreement for the land as outlined in the Planner's <br /> memorandum. <br /> - Sather favored purchase of the entire parcel; he commented that the <br /> Village Hall offices and Public Works Building were crowded at this time, the <br /> Village can direct the development of the parcel if the excess land is not <br /> needed for future expansion and subsequent Councilmembers would have the <br /> flexibility to expand Village services. <br />. - Winiecki commented that the opportunity is too timely to ignore; she <br /> favored purchase of the entire parcel. She noted that the price may be more <br /> negotiable for purchase of the land if it did not have to be sold as separate <br /> parcels; if the land was not needed she agreed it could be sold in the future. <br /> - Mayor Woodburn expressed concern that it would be a large expense for the <br /> Village to purchase the entire 5.9 acre parcel; his opinion was that a smaller <br /> amount of land would be appropriate. <br /> Planner Miller commented that the Council should preserve access to Hamline <br /> Avenue on the site for public or private development; the easement could be <br /> retained by the City. Miller expressed his opinion that it would be wiser to <br /> purchase entire parcel and have input into development of the land even if the <br /> Village does not require the entire parcel for expansion. <br />. The Attorney stated that the owner had indicated a July 15th deadline for a <br /> decision from the Council relative to interest in purchasing the parcel. <br /> Mayor Woodburn suggested Councilmember Peck could work with the Attorney to <br /> draft an agreement for purchase of the property. <br />
