It appears there are now two additional companies in this <br />areat tlTMT" and Knutsons. Long reports two less-organized collection companies <br />in the University-Midway area, which have not solicited additional business as <br />yet. It is his (Long's) feeling that many of the firms which might be <br />interested in soliciting recycling business are "holding back" until the future <br />of the business appears more settled. <br />A recent Citizens' League report contends that Ramsey County has discouraged <br />more competition in the recycling business by requiring all recyclables be <br />taken to the center at 775 Rice St., owned and operated by Super Cycle, which <br />also operates the predominant collection system. Ms. Halpine states that any <br />firms in the business are equally free to bring recyclables to the Ramsey <br />County center; that in no way has a monopoly been created. <br />Mayor Woodburn reports that Roseville received two bids for its recycling <br />business, from Super Cycle and from Wood lake (BFI); the Super Cycle bid was <br />considerably lower than Woodlake's bid. <br />Newport Facility <br />The new waste-to-energy plant in Newport opened last week...Long reported the <br />haulers' comments were positive; their turn-around time was shorter than <br />expected. However, more tonnage was delivered than could be <br />accommodated...problems with the large trailer loads of trash delivered by the . <br />larger rubbish haulers occurred. Consequently the plant is currently closed <br />for a few days to enlarge the hoppers to accommodate the tonnage (and the large <br />trailer loads) being delivered. <br />In response to questions, it was noted that mattresses are put into land fills; <br />large appliances go to salvage yards for crushing. <br />SUR Rested Future Actions <br />A major concern in establishing a recycling program in Arden Hills is future <br />costs...in 1988, and possibly 1989, Ramsey County will fund the program, but <br />the costs ($3.50 to $4.00 per household at present) would probably eventually <br />have to be assumed by the Village. <br />The Solid Waste Committee plans to invite all Arden Hills' licensed rubbish <br />haulers to its next meeting, August 17, asking their help in establishing a <br />system. The Committee plans to ask that they consider funding of a recycling <br />system by including, as part of their billing, some sort of recycling pick-up, <br />either doing it themselves, or getting together and employing someone. The <br />committee will also ask that they consider volume-based billing to encourage <br />recycling. <br />Ms. Halpine stated that if the City demonstrates to the County that we are <br />operating a recycling program without the aid of a grant, the tax for this on <br />residents' tax bills will be removed. <br />Mayor Woodburn noted that the Citizen's League has strongly recommended that . <br /> - <br />------- <br />
