Records show that since December 1978, twenty-three <br /> accidents have occurred at the intersection of County Rd. E and <br /> Pinetree Ori ve. Two of these accidents involved personal injuries. <br /> This is an average of less than three accidents per year. No year <br />, has had more than four accidents. By comparison, the semiphore <br /> controlled intersection of Lexington and County Rd. E and Connolly <br /> and County Rd. E show fifty-one and forty-seven accidents <br /> respectively, during the same periop. <br /> A survey was done at the County Rd. E and Pinetree intersection. This <br /> was done during the day and incl uded the morning and afternoon rush <br /> hour peri od. Only during the rush hour periods was traffic flow <br /> considered heavy. Traffic back up was minimal and only for vehicles <br /> attempting left turns. <br /> Observations: <br /> l) Inattentive driving and un-necessary risk taking was commonplace <br /> during the survey. <br /> 2) Traffic flow was heaviest shortly before 0800. <br /> Recommendations: <br /> 1) Restrict left turns during rush hour (0700-0900 and 1600-l800) <br /> at this intersection. <br /> 2 ) Prohibit left turns altogether. <br /> 3) Have MSI stagger their work shift to 0700,0800, and 0900 starts <br /> instead of majority starting at 0800.
