<br />Statement of position <br /> <br /> <br />Reference to our request for a semaphore at pine Tree Drive and <br />'County Road E. <br /> <br />MSI Insurance requests the Arden Hills Village Councils' considera- <br />tion for the installation of a semaphore at pine Tree Drive and <br />County Road E to improve traffic flow and safety. This is our <br />second request for consideration in the last l2 months. Support <br />from Norwest Bank St. Paul and Woodbridge Properties -- who would <br />also benefit by this location or a stop light -- has been solicited. <br /> <br />Vehicles traveling to and from MSI Insurance, Norwest Bank St. <br />Paul, Woodbrige Properties and residential housing use this inter- <br />section as their primary entrance and exit. A lesser traveled <br />road -- Hariett Avenue -- is available, but is not as convenient. <br /> <br />Since MSI Insurance first occupied the site in 1979, the neighbor- <br />hood population has mushroomed, straining the capacity of the <br />present traffic controls at the intersection. The situation <br />is magnified by the peak-and-valley demands made on the intersec- <br />tion in the morning and afternoon rush hours. Traffic flow affects <br />the ability of Norwest Bank St. Paul to deliver service. Future <br />occupants of the Woodbridge Properties will further burden the <br />intersection with its present controls. <br /> <br />When MSI was granted village permission to occupy the site, MSI <br />donated the land for Pine Tree Drive to manage the traffic impact <br />'upon County Road E. MSI feels it has practiced solid corporate <br />citizenship, contributed to the economic health of Arden Hills <br />and has fostered a healthy relationship with the community. <br /> <br />We sincerely represent the concerns of our customers, employees, <br />and business associates in requesting the Arden Hills Councils' <br />consideration of this issue. Our business is risk management <br />and this situation needs resolution. <br /> <br />The proposed traffic controls will benefit the community as a <br />whole. We are opposed to a special assessment which will burden <br />our high tax rate. Last year MSI paid 660 thousand dollars in <br />property taxes for the site which is largely self-supporting. <br />We ask the Arden Hills Council to consider the overall business <br />climate, where businesses like ours struggle to remain competetive <br />on a national scale. <br /> <br />The Arden Hills Council can demonstrate its commitment to the <br />wellbeing of Arden Hills residents and Arden Hills-based employees <br />by approving the installation of the proposed semaphore. The <br />Arden Hills Councils' commitment continues to drive MSI's commitment <br />to Arden Hills. <br /> <br /> <br /> <br /> <br />, <br />
