Tuesday, June 23, 1987 <br /> Village Hall <br /> Call to Order <br /> The meeting was called to order at 7:35 p.m. by Chairman Sand. <br /> Roll Call <br /> Present: David Sand, Mary Gillies, Alan Hontgomery, Jim Otto <br /> Absent: Adele Anderson, Keith Enrooth, Don Hesserly, Jim Hishek, Tom <br /> Hulcahy, Mark Peterson, Tom Suedbeclt <br /> Also Present: Councilmember Tom Sather, Parks Director John T. Buckley, <br /> Clerk Administrator Patricia J. Horrison <br /> Residents from North Snelling Park area: <br /> Mike Kreidler <br /> Bob and Suzanne Zapolski <br /> Kathy Feely <br /> Elizabeth Karel <br /> Eileen Nordby <br /> Rick Morphew <br /> Approval of Minutes <br /> Sand noted that, since the last meeting of the committee, Council had <br /> approved the 1987 Park Development Plan. Buckley is appearing at the next <br /> Council meeting to request approval for ordering the two shelters, play <br /> structure, grills, picnic tables, etc. on that plan. <br />. , The minutes of the March 24 meeting were approved as submitted. <br /> North SnellinR Park Development <br /> Buckley explained to the residents present Arden Hills' aim of a <br /> neighborhood park within each neighborhood. Planner Miller's total <br /> development plan for this park was reviewed with the residents, showing a <br /> neighborhood playing field (which will not be large enough for organized <br /> teams, but can be used for neighborhood soccer, t-ball and informal <br /> softball), play equipment, picnic area, tennis court, and walking trail. <br /> An informal skating area is planned. and a sliding hill. Current plans <br /> are to seed the area this year, establish the playing field, and next year <br /> put up the play structure. The Parks Department' experience has shown <br /> that in a new neighborhood, it's best to install play structure first, and <br /> other amenities later. <br /> A petition from the residents (filed in the City Hall) urged early <br /> development of the park area. Resident COllllllel\ts included: <br /> ...almost all the residents are eager for tennis courts. <br /> ...could we have an informal skating rink (over the playing field area) <br /> next winter? We don't need any warming house or boards, just open <br /> skating. <br />. i ...with the play structure situated near the storm water holding area, <br /> will there be a danger of small children wandering into the marsh area <br /> . below? Buckley assured them that the area will be left in a natural state <br /> which will discourage children from venturing into the area; if this does <br /> not prove an adequate barrier, more natural barriers will be planted. <br />
