Village of Arden Hills <br /> August 20, 1987 <br /> Village Hall <br /> Call to Order <br /> The meeting was called to order at 7:30 p.m. by Acting Chairman Paul Malone. <br /> Roll Call <br /> Present: Paul Malone, Bud Steglich, Jerry Timm, Ed Trolander, Don Zehm <br /> Absent: Dick Schultek, Roy Ambli, Rob Carley, Bill Gillies, Duane Long <br /> Also Present: Councilmember Nancy Hansen, Public Works Supervisor Robert W. <br /> Raddatz, Clerk Administrator Patricia J. Morrison <br /> Chuck Mertensotto, Finance Committee <br /> George Salitros, Ron Sawtell, North Hamline Residents <br /> Approval of Minutes <br /> Motion was made by Timm, seconded by Zehm, that the minutes of July 16 be <br /> approved as submitted. Motion carried unanimously. <br /> Review of Police and Fire Department Reports <br /> It was noted that the number of police calls is 5% below the number for the <br /> same period last year. July had an unusually high number of alarm calls, <br /> presumably due to climactic conditions. Fire report showed only one actual <br /> working fire in July, 17 fire runs. <br />. Request for Street LiRht (Bussard and Old SnellinR) <br /> In January of 1986, a petition was received from the residents in this area <br /> requesting installation of a street light at this intersection. At that time <br /> they were told that the Committee was then formulating an overall street <br /> lighting plan for the City, and preferred addressing their request after this <br /> plan had been completed. <br /> They have again requested a decision from the City re placement of this light. <br /> Noting that the 1988 budget provides for installation of street lights at major <br /> intersections (Phase I), (pending Council approval) and that a light at this <br /> intersection is provided under Phase I of the overall street lighting plan, it <br /> was moved by Trolander, seconded by Zehm, that Committee recommend to Council <br /> that the residents be informed that, pending Council approval of this 1988 <br /> budget line item, the light will be installed early in 1988. Motion carried <br /> unanimously. Rationale for the recommendation is a desire on the Committee's <br /> part to avoid any deviation from the adopted street lighting plan. COlllllittee <br /> asked that the Clerk Administrator inform the residents of this decision, and <br /> add that if they choose to install lighting independently of the Village, the <br /> lights must meet building code requirements. <br /> Malodorous Air - North Hamline Avenue <br /> Mr. Salitros and Mr. Sawtell attended the meeting to research with the <br /> Committee possible causes and cures for the odors emitting from the manhole in <br /> the street in front of their homes. Characteristics of the odor are (1) it <br /> smells like hydrogen sulfide; (2) it seems to be heavier than air, since it <br />. comes out of the vent atop both homes, and settles down to envelop the homes; <br /> (3) it disappears during the cold winter months; (4) the smell is stronger on <br /> weekend, indicating that it's strongest when flowage is down (Bethel College <br /> pumps into this line). <br />
