EXT COMPL (Cont'd) Miller stated that he had drafted some suggested <br /> provisions, in ordinance format, that address the <br /> specific concerns expressed by Council: he reviewed the two options he drafted <br /> and explained the difference between the two is that Option #l requires total <br /> completion of all building permit related work, while Option #2 is primarily <br /> for the completion of visible exterior construction work. <br /> After discussion, Council concurred that they preferred Option #2. Planner <br /> Miller recommended that the provision be included in Section VI of the Arden <br /> Hills Code; this section covers certificates of occupancy, incorporates the <br /> Uniform Building Code into the Village Ordinances, and would accommodate <br /> enforceability of the requirements. <br /> ORD. #249; FINAL Moved by Hansen, seconded by Peck, that Council waive <br /> RDING; SPEED LMT. final reading and approve Ordinance No. 249, AMENDING <br /> LAKE JOHANNA DIVISION 2 OF CHAPTER 12 OF THE ARDEN HILLS CODE TO <br /> ESTABLISH SPEED LIMITS IN OPEN ZONE OF LAKE JOHANNA <br /> .DURING CERTAIN HOURS. Motion carried. (Hansen, Peck, Winiecki, Woodburn voting <br /> in favor: Sather opposed) (4-l) <br /> Council was referred to a letter from a former resident of Arden Hills, dated <br /> 8-26-87, which stated the problem on Lake Johanna is not excessive speed, but <br /> non-resident boating. The letter suggested posting "No Trailer Parking" signs <br /> on Lake Johanna Boulevard and reducing the boat launch parking lot area. <br /> Councilmember Hansen advised that Ramsey County does issue tags to violators, <br /> . however, that does not deter them: she also stated that the County prefers not <br /> to limit the access to the lake. <br /> TRAF. LIGHT REQUEST Council was referred to report from Ramsey County <br /> CO. RD. E/PINETREE Public Works Department, 8-19-87, relative to the <br /> installation of a traffic control device at the <br /> intersection of County Road E and Pinetree Drive. The report advised that the <br /> traffic signal at this location is not warranted and Ramsey County's policy <br /> would be to not install one at this time. <br /> Council requested staff draft a letter to MSI Insurance and Woodbridge <br /> properties, advising them of the County's report. <br /> REPORT OF PUBLIC WORKS SUPERVISOR <br /> RECYCLING RECMD. Public Works Supervisor Raddatz advised Council that <br /> the Recycling recommendations would be discussed at the <br /> September 14, 1987, Regular Council meeting. <br /> WATER METER CARDS Council was referred to the "mock-up" of the water <br /> meter reading cards that will be placed on residents <br /> doors when the outside water meters are read and will be used to identify the <br /> extent of discrepancies between the outside and inside meters. <br /> There was discussion relative to incentive for residents to return the cards, <br /> . an amnesty program and time limit on return of the cards by residents. <br /> Council suggestions were as follows: <br /> - Cards should include return postage. <br /> - Language included advising that discrepancies would not be charged if <br /> cards are returned within a ten day period. <br /> - Seven boxes or dash marks be placed on card to identify spaces for <br /> inclusion of the seven digits on the inside water meter. <br /> - Explanation and information relative to the process be published in <br /> the Town Crier. <br /> Raddatz advised the program would begin with the September water meter <br /> readings. --- <br /> . MUDJACKING; Council was advised by Raddatz that he had received <br /> CHATHAM AVE a complaint from Edwin Lindquist. 1668 Chatham Ave., <br /> regarding a sunken curb and "pocket" in the street. <br /> Raddatz advised that he could accomplish mudjacking of the curb and a "skin" <br /> patch on the street for an approximate cost of $350.00. <br /> Hansen moved, seconded by Sather, that Council approve <br /> the curb mudjacking and skin patch on the street at 1668 Chatham Avenue, at a <br /> cost not to exceed $350.00, and as recommended by the Public Works Supervisor. <br /> Motion carried unanimously. (5-0) <br />
