BOAT DIRECTION; Councilmember Hansen reported she has had discussions LAKE JOSEPHINE with the City of Roseville, relative to the boats on Lake Josephine being directed in a counterclockwise direction. Hansen advised that Roseville had not received complaints regarding the boats on the lake and preferred not to change the boating direction. WEED COMPLAINT; Councilmember Winiecki commented that it was her NEAR NORTllWOODS opinion the property located on both sides of the Opus Northwoods development was unsightly and unkept. Winiecki suggested staff determine the owner of the property to the west, as well as the east, and direct the standard weed letter to both property owners. MOUNDS VIEW PKING Mayor Woodburn asked for Council comments relative to controlling the parking situation near Mounds View School during the 1987-88 school year. After discussion, Council concluded the "No Parking" signs, posted last spring, should remain in place at this time. POLICY RE: RELIG. Council discussed establishing a policy regarding GROUP REQUESTS requests from religious groups: such as the resolution passed this evening upon request of the Baha'i faith. Council concluded that such requests should be reviewed by administrative . staff, prior to submission to Council, and resolutions should be judicious in language as to separation of church and government. DELIQUENT UTILITIES Mayor Woodburn asked Council to consider setting a limit, either monetary or by percentage, at which a utility bill may be delinquent before the water would be turned off. He suggested this matter be discussed at a future meeting. REPORT OF CLERK ADMINISTRATOR RES. #87-49; SPEC. Moved by Peck, seconded by Hansen, that Council ratify ASSESSMENT HEARING Resolution No. 87-49, SCHEDULING PUBLIC HEARING ON SPECIAL ASSESSMENTS FOR DELINQUENT UTILITY BILLS, DISEASED TREE REMOVAL AND ROSEVILLE WATER CONNECTION. Motion carried unanimously. (5-0) RES. #87-55: Moved by Hansen, seconded by Peck, that Council approve LABOR CONTR. Resolution No. 87-55, APPROVING 1987 ADDENDUM TO THE 1986 LABOR AGREEMENT WITH INTERNATIONAL UNION OF OPERATING ENGINEERS LOCAL NO. 49. Motion carried unanimously. (5-0) 1987 SALARIES Council was referred to the 1987 Salary Schedule for the Village employees. Clerk Administrator Morrison reviewed the salary increases for the employees. . Mayor Woodburn questioned the Community Service Officer's hourly wage being less than the janitorial person: suggested this could be discussed at a budget meeting. Moved by Hansen, seconded by Peck, that Council approve the 1987 Salary Schedule for Village employees, as outlined by the Clerk Administrator. Motion carried unanimously. (5-0) CLAIMS & PAYROLL Peck moved, seconded by Hansen, that Council approve Claims and Payroll as submitted. Motion carried. (5-0) -...-. - .
