It is believed that market-based forces (i.e. the increases <br /> in tipping costs) will cause the haulers to.enact some form of <br /> volume-based pricing on their own. <br /> 9. Determine the volumes of material presently being recycled by various <br /> private groups in the city. Perhaps the City could "get credit" for <br /> these materials. Some groups known to be involved in collecting <br /> materials (mostly newspapers) are: Trinity Lutheran Church, <br /> Centennial Methodist Church, St. John's (New Brighton), and St. <br /> Odilia's (Shoreview). <br /> 10.
