Robert Curtis called the meeting to order at 7:30 p.m. <br /> ROLL CALL <br /> Present: Chairman Robert Curtis, Thomas Babcook, Calvin Meury, <br /> Scott Petersen, Gary Thorn, Dorothy Zehm and Paul <br /> Malone. <br /> Absent: Maurice Johnson, Peter Martin and Rick Savage. <br /> Also Present: Councilmember Jeanne Winiecki, Planner Orlyn Miller, <br /> Clerk Administrator Patricia Morrison and Deputy Clerk <br /> Catherine Iago. <br /> APPROVE MINUTES Moved by Meury, seconded by Petersen, that the Minutes <br /> of the August 5, 1987, Planning Commission meeting be <br /> approved as submitted. Motion carried. (Meury, Petersen, Curtis, Babcook, Zehm <br /> voting in favor; Thorn and Malone abstained) (5-0-2) <br /> DISC. HWY 96 STUDY Thomas Mulcahy, representative to the Highway 96 Study <br /> Committee, appeared before the Planning Commission to <br /> review the proposed 20 year plan for improvement of Highway 96. The Study <br /> Committee has asked for recommendations from the Planning Commission and <br /> Council relative to improvement of the Highway. <br /> Mulcahy referred to the report prepared by the Highway Department and indicated <br /> that the report was a valuable information resource. He explained that other <br /> communities involved would be more affected by the plan than Arden Hills, <br /> . however, the Study Committee asked for Arden Hills recommendations or comments. <br /> Mulcahy suggested the Planning Commission request Planner Miller to review the <br /> report, from a technical viewpoint, and work with a subcommittee to determine <br /> any recommendations or comments Arden Hills would propose for the improvement <br /> of Highway 96. He noted that the improvements will begin at the White Bear Lake <br /> end of the highway and recommended that Arden Hills, at this time, be mostly <br /> concerned with limiting access points onto the highway. <br /> The Commission members thanked Mulcahy for his report and taking the time to <br /> appear at the meeting. <br /> CASE #87-28; SUP Chairman Robert Curtis opened the public hearing <br /> ANTENNA, 1541 at 7:50 p.m. Deputy Clerk Iago verified that the <br /> EDGEWATER, KAHNKE Notice of Hearing was published in the New BriRhton <br /> Bulletin and mailed to affected property owners on <br /> August 19, 1987. <br /> Planner Miller explained the applicant is proposing to install an amateur radio <br /> antenna in the rear yard of his home. The proposed tower will be a single <br /> two-inch-diameter pole, 35 feet in height and without guy wires. Miller advised <br /> the antenna will be located 35 feet from the house and approximately 35 feet <br /> from each side lot line; it will be approximately 60 feet from the rear lot <br /> line. Under the "electronic tower" definition, ham radio towers require a <br /> Special Use Permit in the R-l District. <br /> . Miller advised the SUP requirement relates primarily to two issues; public <br /> safety and neighborhood aesthetics. He stated that the location of the antenna <br /> relative to its height is such that in case of windfall, it would clear the <br /> house and any adjacent properties. Miller noted that the support post has a <br /> windspeed survival rating of 80 mph, which is the normal building code <br /> requirement. <br />
