Special <br /> Use Permit for Amateur Radio Antenna at 1541 Edgewater Ave, Joseph Kahnke, <br /> contingent upon the antenna not exceeding 35 ft. in height, 2 inches in <br /> diameter and without guy wires, located as indicated on the plan submitted by <br /> the applicant, and, furthermore, that the permit would expire upon lapse of <br /> Kahnke's FCC license or his vacating the premises, whichever comes first. <br /> Motion carried. (Malone, Zehm, Curtis, Babcook, Meury and Petersen voting in <br /> favor; Thorn opposed) (6-1) <br /> CASE #87-29; DIV. The Planner reviewed his report of 8-26-87, relative <br /> LOT 2, BLOCK 1. to the application for division of Lot 2, Block 1. of <br /> NORTHWOCDS, OPUS Northwoods, Opus Corporation. <br /> Miller explained that in 1985 the City approved the Northwoods plat and two <br /> building permits for office structures; one of the building was constructed, <br /> however, the office/showroom facility on Lot 2 of Block 1 was not constructed <br /> apparently due to market conditions. In the interim, a major insurance company <br /> has proposed to purchase a portion of Lot 2 for the construction of a claims <br /> service center; the applicant is requesting the approval of the lot division in <br /> order to accommodate the insurance service center. He stated that approval of <br /> site and buildings plans for the service center will be requested at a later <br /> date. <br /> The Planner advised that both lost created by the proposed division exceed the <br /> minimum requirements for lots in the I-2 District. He noted the following: <br /> . - The proposed claims service center is a permitted use in the 1-2 District <br /> and two such center already exist in Arden Hills. <br /> - A service center facility is not considered incompatible with other uses <br /> in the office park. <br /> Miller stated that Opus Corporation has submitted two alternative revised <br /> master development plans identifying how the proposed lot split and service <br /> center would impact the total site: <br /> Concept Plan A indicates attachment of the remainder of the original lot to <br /> the adjacent lot to the northwest; this would enlarge the Phase II office site <br /> and utilizing the additional area for parking and ponding. <br /> Concept Plan B uses the north lot for a day care center; such centers are <br /> permitted in the district and are logically located adjacent to high-employment <br /> office areas. <br /> Miller expressed two concerns regarding a day care center on the site; one <br /> would be the scale of the building relative to the other development, and the <br /> other would be control of the appearance and quality of the building. He <br /> explained that both concerns could be resolved through proper architectural <br /> design and would certainly be in the best interest of Opus Corporation. Miller <br /> advised that the applicant is not requesting action on the revisions to the <br /> master development plan, but would appreciate comments from the Commission. <br /> . Robert Worthington, Executive Director of Government Affairs at Opus Corp, and <br /> Tim Murnane, Real Estate Manager for Northwoods, were present to address the <br /> Commission. Worthington explained that the Northwoods project was still far <br /> below leasing projections which lead to the request for the division of Lot 2, <br /> Block 1; he reviewed the plans for the insurance claim center and the two <br /> alternative concept plans. Murnane discussed the quality of the development at <br /> Northwoods; he explained the insurance company development of the site, if lot <br /> division is approved, may help promote the Northwoods development. <br />
