One of the buildings was constructed, <br /> but the 25,OOO-square-foot office/showroom facility on Lot 2 of Block 1 <br /> was not, apparently because of market conditions. In the interim, a <br /> major insurance company has proposed to purchase a portion of Lot 2 for <br /> the construction of a 20,000-square-foot claims service center. The <br /> applicant is requesting the approval of the lot division in order to <br /> accommodate the insurance service center. Approval of site and building <br /> plans for the service center will be requested at a later date. <br /> ORDINANCE COMPLIANCE: <br /> Both lots created by the proposed division exceed the minimum requirements <br /> for lots in the I-2 District, (24,OOO-square-foot area, 100-foot width, <br /> and 130-foot depth). <br /> . COMMENTS: <br /> 1. The proposed claims service center is a permitted use in the I-2 <br /> District. Two such centers already exist in Arden Hills, one <br /> within the Northpark Business Center and the other on County Road E <br /> and Pine Tree Drive. A service center facility is not considered <br /> incompatible with other uses in the office park. <br /> 2. Opus Corporation has submitted two alternative revised master <br /> development plans identifying how the proposed lot split and service <br /> center would impact the total site. Concept Plan A indicates <br /> attachment of the remainder of the original lot to the adjacent lot <br /> to the northwest. This would enlarge the Phase II office site, <br /> utilizing the additional area for parking and ponding. <br /> Concept Plan B uses the north lot for a day care center. Day ca re <br /> centers, which require relatively small sites, are permitted in the <br /> district and are logically located adjacent to high-employment <br /> office areas. I would have two concerns regarding a day care <br /> center on the site; one would be the scale of the building relative <br /> to other development, and the other would be control of the appearance <br /> and quality of the building. Both concerns could be resolved <br /> through proper architectural design, which would certainly be in <br /> the best interest of Opus Corporation. <br /> . At this point, the applicant is not requesting any action on the <br /> revisions to the master development plan, but would appreciate <br /> Planning Commission comments. <br /> planning' landscape architecture <br /> -- ---- <br />
