Thus far, the City . <br /> only has received one proposal for this service, from SuperCycle. Both <br /> Waste Management and BFI plan to begin bidding for this work sometime in <br /> the near future. <br /> Fundin~ Curbside Pickup <br /> The possibility of funding pickup through hauler fee surcharges was <br /> explored. Although the haulers probably would enact these surcharges if <br /> the City required them to do so, they aren't eager to collect revenue in <br /> this manner. <br /> Further discussion uncovered a number of operational problems inherent in <br /> this approach. Auditing the funds collection would be an administrative <br /> problem for the City as there would be no simple way to ensure that each <br /> household was being properly billed. Further, it is believed that some <br /> households do not presently contract with a refuse hauler. It is unclear <br /> what these people do with their household rubbish, but Councilmember <br /> Hansen believes they dump it illegally in public areas. In any event, <br /> those who do not contract with a hauler would avoid the recycling <br /> surcharge if the haulers were required to collect these funds. <br /> Alternate means of soliciting fees for recycling costs were examined and a <br /> consensus developed for adding a flat charge to the City's utility bills. <br /> Some examples of the possible magnitude of the fees are: <br /> Assume 2,800 households: . <br /> Monthly pickup cost, based on quote from Supercycle - $12,000 per <br /> year. <br /> Bi-weekly pickup costs, based on quote from Supercycle, but <br /> adjusted for 26 vs. 12 pickups per year - $26,000 per year. <br /> Monthly cost of pickup per household - 36 cents per month. <br /> Bi-weekly cost of pickup per household - 77 cents per month. <br /> If the City were to include a monthly fee of $1.00 per household in the <br /> residents' utility bill, a bi-weekly recycling pickup could comfortably be <br /> funded. <br /> Based upon the earlier information which suggested that frequent and <br /> consistent pickup service aids greatly in gaining participation, the <br /> committee concluded that bi-weekly pickup (i.e. every other week) would be <br /> desirable. The costs of establishing bi-weekly pickup seem reasonable. <br /> Volume-Based Refuse Collection Fees <br /> In order to provide incentives for residents to reduce the quantity of <br /> their waste stream, volume-based refuse collection fees have been an <br /> interest to the committee. The group had earlier considered a plan <br /> whereby the haulers would be required to offer tiered pricing, based on <br /> volume, where the intervals between the tiers would be established by the . <br /> -2- <br />
