Green <br /> Approval of Minutes <br /> Motion was made by McNiesh, seconded by Shah, that the minutes of August 27 be <br /> approved as amended. Motion carried unanimously. <br /> REVIEW OF PROPOSED 1988 BUDGET <br /> Overview <br /> The requested levies in the 1988 budget total $1,204,410. The maximum which <br /> can be levied, as decreed by the Legislature, is $1,122,275; in order to <br /> balance this proposed budget, $82.135 needs to be cut in expenditures. <br /> In addition to this, the State gave the Rice Creek Watershed District authority <br /> . to mandate the City's making a study of its surface water management program <br /> (the 509 program) in 1988. Woodburn explained that the City is responsible for <br /> all the run-off occurring within its borders. and is expected to have <br /> provisions for this run-off remaining within its borders; questions the value <br /> of this study since the City is so completely developed, thus any changes in <br /> surface water management may not be appropriate. These funds are for a study <br /> .only; do not cover any costs of implementation of any recommendations <br /> forthcoming. Estimated figures for the cost of this study were not available <br /> at budget preparation time; they are now estimated at between $25,000 and <br /> $35,000; additional cuts in the proposed levy need to be made to provide these <br /> funds. Erickson suggested that the figure of $30,000 be used for budgeting <br /> purposes. <br /> In 1987 $10,000 was provided in "Streets" budget to cover the costs of a <br /> Pavement Management Study by our consulting engineers; this study evaluates all <br /> City streets, and suggests the most cost-effective and timely maintenance (seal <br /> coatingt overlay and reconstruction) long term program. The estimate for cost <br /> of instituting the first year of this long-term program in 1988 ($60,000) was <br /> also received after the budget had been prepared. The Council will be <br /> reviewing the recommendations of the engineers at its September 14 meeting; if <br /> the recommendations for 1988 are accepted, $60,000 more will need to be removed <br /> from the proposed levy. <br /> Steele asked total cost of implementing all the recommendations contained in <br /> the Pavement Management Study ($1.600,000); questioned if the $60,000 suggested <br /> . for 1988 was enough to get the program "up and running"; was assured that this <br /> would be sufficient to prevent further deterioration. <br /> Total amount of these cuts is $172,135. <br />
