Minutes of Solid Waste Management Subcommittee
. Village of Arden Hills
September 22, 1987
Village Hall
Attendees: Nancy Hansen, Paul Malone, Gloria Kuehn
Review of AURust 17, 1987 Minutes
The minutes were approved as prepared.
Yard Refuse
Yard refuse is said to make up almost 10% of the waste material picked up in
Arden Hills. Given a waste stream reduction goal of 16%, removing yard waste
from the total volume would go a long way toward meeting that objective.
Several options might be available for the handling of yard refuse:
l. Refuse to pick up yard refuse - could be enforced by licensing
ordinance. Probably not a good idea because the residents wouldn't have
any place to deposit their waste and would resort to dumping illegally.
2. Campaign for residents to more actively use the composting center.
Might help, but the hours at the center aren't very convenient. We'll talk
to the County to determine if the hours might be extended. We would
suggest the hours be 12:00 to sundown, Friday, Saturday and Sunday.
3. Provide a separate pickup of yard waste - could be enforced by our
. licensing ordinance. The problem is that we have no place to deposit it.
We'll check with the County to see if they can recommend a site.
4. Help citizens learn how to compost on site. Perhaps hold a workshop on
composting and provide educational materials. The County could assist with
materials, and the program could be transmitted by cable.
5. Open burning - probably not a likely possibility.
RecyclinR
It is likely that we'll need to institute curbside pickup of recyclables. The
pickup needs to be regularly scheduled, and perhaps with a pickup schedule
consisting of more than one pickup a month. We will check with Super Cycle to
see what the costs might be for a bi-weekly pickup.
We believe the costs would run in the range of $25,000 per year. Revenue for
this could come from a $1.00 per household per month charge included with
utility billings. This would raise about $33,000 per year. The surplus funds
could be used for educational activities.
OrRanized HaulinR
The group still believes that organized hauling does not provide significant
benefi ts .
Grant Information
. Will review what might be needed to obtain start-up grant funds.
NEXT MEETING - 7:00 P.M., OCTOBER 19
Prepared by Paul Malone.
----- ----------
