CALL TO ORDER Pursuant to due call and notice thereof, Mayor Woodburn <br /> called the meeting to order at 7:30 p.m. <br /> ROLL CALL The roll being called the following members were <br /> present: Mayor Robert Woodburn, Councilmembers Nancy <br /> Hansen, Thomas Sather and Jeanne Winiecki. Absent: Councilmember Gary Peck. <br /> Also present: Attorney James Lynden, Engineer Barry Peters, Treasurer Frank <br /> Green, Parks Director John Buckley, Public Works Supervisor Robert Raddatz, <br /> Clerk Administrator Patricia Morrison and Deputy Clerk Catherine Iago. <br /> APPROVE MINUTES Hansen moved, seconded by Winiecki, that Council <br /> 9/14 & 9/17/87 approve the minutes of the Regular Council meeting of <br /> September 14th and the Joint Finance Committee/Council <br /> meeting of September 17, 1987, as submitted. Motion carried unanimously. (4-0) <br /> .BUSINESS FROM FLOOR None. <br /> RES. #87-61: ASSMTS Mayor Woodburn opened the Public Hearing at 7:35 p.m. <br /> EDGEWATER ESTATES and asked the Clerk Administrator to verify the <br /> publication and mailing of the Notice of Hearing on the <br /> Assessments for Edgewater Improvements, Improvement No. SS-W-P-ST-85-2. <br /> Morrison advised that due notice was published in the New BriRhton Bulletin on <br /> September 9th, and mailed to affected property owners on September II, 1987. <br /> After determining there were no comments from the floor, Mayor Woodburn closed <br /> . the public hearing at 7:40 p.m. <br /> Moved by Hansen, seconded by Winiecki, that Council <br /> approve Resolution No. 87-61, ADOPTING AND CONFIRMING ASSESSMENTS FOR EDGEWATER <br /> IMPROVEMENTS IMPROVEMENT NO. SS-W-P-ST-85-2. Motion carried unanimously. (4-0) <br /> EDGEWATER ESTATES: Council discussed the proposal for transfer of land in <br /> PROP. LAND TRANSFER exchange for release of easement on single family lots <br /> in the Edgewater development, between Mr. McGuire and <br /> the U. S. Fish and Wildlife Department. <br /> Attorney Lynden commented that most of the discussion involved speculation on <br /> the part of the Council; suggested that Council defer discussion of this matter <br /> until a written request has been received by the City or until staff has <br /> contacted the U.S. Fish and Wildlife Department to find out what the proposal <br /> entails. <br /> Council concurred to defer discussion of this matter until a formal proposal <br /> has been received by the City. <br /> MOUNDS VIEW PARKING Council was referred to a petition, received 9/18/87, <br /> requesting that parking be limited to two hours on the <br /> streets listed in the petition, between the hours of 8:00 a.m. and 4:00 p.m. <br /> Jim Talbot,1840 Gramsie Road, stated that the residents who signed the petition <br /> . are requesting the two hour parking because of the following concerns: 1) <br /> Safety, 2) Protection of Private Property, 3) Snow Removal and 4) Mail Service. <br /> Talbot suggested the signs be placed on lot lines, rather than in the middle of <br /> residents yards. <br /> Council briefly discussed placement of the limited parking signs at the <br /> entrance to these areas, rather than individually along property lines. <br /> Sather moved, seconded by Hansen, that Council <br /> authorize appropriate City staff to post the limited two hour parking between <br /> the hours of 8:00 a.m. and 4:00 p.m. signs on the following streets: Fairview <br /> Avenue south, east and west side of the street to Gramsie Road; Gramsie Road <br /> west, north and south side of the street to Rolling Hills Road: Rolling Hills <br /> Road, south to Venus, both east and west sides of the street, and, furthermore, <br /> that Council authorize the Public Works Supervisor and Clerk Administrator to <br /> post said signs, as they are deemed necessary, to alleviate the parking problem <br /> . in this area. Motion carried. (Sather, Hansen and Winiecki voting in favor: <br /> Woodburn opposed) (3-1) <br />
